CITY OF NORTH OLMSTED <br />RESOLUTION N0.97-~3, <br />BY: Mayor Boyle & Entire Council <br />A RESOLUTION SUPPORTING THE COMMUNITY <br />DEVELOPMENT BLOCK GRANT PROGRAMINITSEFFORTS TO <br />PROVIDE LOCAL GOVERNMENTS WITH THE RESO URCES TO <br />SUPPORT COMMUNITY BUILDING, NEIGHBORHOOD <br />REVITALIZATION, AND BUSINESS EXPANSION, AND <br />DECLARING ANEMERGENCY. <br />WHERF9.S, the Community Development Block Grant Program ("CDBGP") is a federally <br />funded program that has operated since 1974 to provide local governments with resources to support <br />community building, neighborhood revitalization and business expansion; and <br />WHERF_A.S, the Cuyahoga County Board of Commissioners recognizes that the CDBGP is <br />a partnership of govemment, business, and non profit community organizations, and that the services <br />funded by the CDBGP, which are administered by the County, and often delivered by local nonprofit <br />organizations and municipalities, depend on the combined dedication, commitment and goodwill of <br />each of the aforementioned participants; and <br />WHEREAS, budgetary constraints on both the State and Federal governments have <br />increased the challenge on local governments to effectively address national issues such as the <br />dwindling supply of affordable housing, the significant rise in homelessness, and the need to create <br />substantial employment opportunities and reduce the ever growing poverty rate; and <br />WHERF9.S, Cuyahoga County has received over $70 million in CDBGP funds since 1975 <br />to assist in addressing locally defined needs and long standing community challenges such as the <br />construction of senior citizen centers and child care facilities, housing discrimination, tenant and <br />mortgage foreclosure issues, the provision of services to the handicapped, the creation and retention <br />of employment opportunities and the provision of loans for commercial and community revitalization <br />projects; and <br />WHEREAS, the CDBGP has assumed an ever increasing role as a significant resource in <br />addressing the aforementioned community challenges, for which resource this Council and <br />Administration wish to reaffirm its support. <br />
