i <br />Page 3 <br />The City is aware that it will likely be necessary to install partitions in each of the four <br />aeration tanks in order to better control the periodic growth of the three specified filamentous <br />bacteria. These aze presently controlled by periodically injecting chlorine (90 pounds per day) <br />into the Return Sludge wells between the months of November and May. The filament control <br />injection frequency is approximately once per month for SVI control. Also, the Return Sludge <br />wells have been mildly chlorinated (b0 pounds per day) weekly during the past two months to <br />control the gradual build up of extracellular material in the aeration unit process biomass. This <br />material is believed to originate in the oxidized sludge recycle from the thermal conditioning unit <br />process. <br />Since completion of the Bid Package No. 2 improvements, the biomass has been deficient <br />of an amount of low Dissolved Oxygen (DO) filaments which would create poor settling <br />biomass. This is based on the observations in the WWTP laboratory. The plant laboratory staff <br />microscopically observes the biomass Monday through Friday so that a potential outbreak of <br />deleterious amounts of filamentous bacteria can be potentially detected. <br />The plant staff has recently completed I&C improvements to the TWAS gravity <br />thickening unit process and is currently completing the pilot testing of alternative polymers. To <br />date, the average TWAS density has increased to mid-range value of 2.5 % solids through the use <br />of Type Apptec 203 food industry water soluable cationic polymer for mixed liquor suspended <br />solids having an SVI of 300. Using Cytec Type 1598 oil-based cationic polymer, the average <br />TWAS density was increased to mid-range value of 2.1 % solids for the same mixed liquor <br />suspended solids SVI. <br />The technical proposal must identify the following: <br />1. The task(s) which are proposed to be completed; <br />2. A detailed narrative of each task; <br />3. Identification of the personnel who will be completing the analyses and reporting <br />work task(s); <br />4. Resumes for each identified person; and <br />5. A baz chart schedule for completion of proposed task(s). <br />Based on a notice to proceed issued by the City on or about Mazch 15, 1997, the cost <br />proposal must contain the following: <br />1. An hourly breakdown by task showing the direct labor, indirect costs and <br />reimburseable costs; and <br />2. Identification of the fixed fee for each task. <br />Before finalization of your technical and cost proposal, you are; requested to submit a <br />draft work plan to the City for review.
