CITY OF NORTH OLMSTED <br />ORDINANCE N0.97-17 <br />By: Councilman Thomas O'Grady <br />AN ORDINANCE AUTHORIZING AND DIRECTING DON <br />COPELAND, DIRECTOR OF THE DEPARTMENT OF HUMAN <br />RESOURCES, TO MAKE APPLICATION ON BEHALF OF THE <br />CITY OF NORTH OLMSTED FOR COMMUNITY <br />DEVELOPMENT BLOCK GRANT FUNDS FOR THE FISCAL <br />YEAR 1997 (23 rd YEAR) FOR A PROJECT TITLED TOWN <br />HALL FACILITY IMPROVEMENTS/AMERICANS WITH <br />DISABILITIES ACT COMPLIANCE, AND DECLARING AN <br />EMERGENCY. <br />WHEREAS, this Council, after a public hearing conducted on January 29, 1997, has <br />determined that the City of North Olmsted qualifies for Community Development Block <br />Grant funds; and <br />WHEREAS, the City has designated a project activity, named the Town Hall Facility <br />Improvements/Americans With Disabilities Act Compliance, as being. eligible for funding <br />through the Community Development Block Grant program funded by the United States <br />Department of Housing and Urban Development and administered for the City of North <br />Olmsted by the Cuyahoga County Board of Commissioners; and <br />WHEREAS, said project consists of applying for $150,000 in C.D.B.G. funding for <br />FY 1997; and <br />WHEREAS, the City of North Olmsted will make its best effort to meet or surpass <br />Cuyahoga County's Minority Business Enterprise and Women Business Enterprise goals <br />Of 15% to 25% for MBE and 5% to 20% for WBE; and <br />WHEREAS, the City Council of North Olmsted will appropriate $52,000 in 1997 for <br />leverage funds based on the approval of this project by Cuyahoga County for Community <br />Development Block Grant funding in 1997; and <br />WHEREAS, said project consists of constructing two Americans With Disabilities Act <br />accessible toilet rooms on the first floor, substantial renovation including electrical and <br />HVAC improvements, relocation of partitions, window rehabilitation, floor the <br />replacement, and painting; and <br />WHEREAS, said project is located in a Cuyahoga County designated Improvement <br />Target Area (I.T.A.); and <br />
