.- <br />CITY OF NORTH OLMSTED <br />RESOLUTION NO. 98-129 <br />BY: COUNCILMAN MICHAEL R GAREAU, JR <br />A RESOL UTION DECLARING AND ESTABLISHING A THREE MONTH <br />MORATORIUM TO BE IMPOSED AGAINST ALL BUILDING AND CONSTRUCTION <br />ACTIVITY ON REAL PROPERTY WHICH IS LOCATED WlTHIN THE HEREIN <br />DESCRIBED HISTORICAL DISTRICT OF THE CITY OF NORTH OLMSTED, AND <br />DECLARING AN EMERGENCY, AS AMENDED. <br />WHEREAS, the old downtown area of the City ofNorth Olmsted, located in and about the <br />intersection of Butternut, Porter and Lorain Roads, still has a number of buildings which are of <br />significant historical interest to the City and its residents; and <br />WHEREAS, over the years, the City has not acted timely, when opportunity presented itself, <br />to preserve many of these historic buildings, including the Old Congregational Church, the Hixson <br />Building, and the elementary school next to the Church, which later was used as the "teen <br />canteen, " a11 of which have been destroyed and thereby lost to us forever; and <br />WHEREAS, designating, protecting and preserving such historic buildings, which are a <br />legacy from those who came before us, is a cultural and societal obligation which this City <br />Council should undertake for the benefit of those who will come after us; and <br />WHEREAS, it is this Council's desire therefore to impose a three month <br />building/construction activity moratorium on the commercial properties located within the historic <br />downtown area of North Olmsted, in order to afford the Council sufficient time to study and <br />develop new legislation which will provide for the preservation of the historic buildings located <br />in this historical district and, at the same time, take into account and lessen to the greatest extent <br />practicable the economic impact which such legislation will have on the economic investment and <br />property interests of the owners of those buildings; <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />SECTION 1: That there be, and hereby is, declaxed and established a moratorium imposed <br />against all proposed building and construction activity on any real property which is located within <br />the historic downtown area of the City of North Olmsted.
