,I , <br />CITY OF NORTH OLMSTED <br />RFSOLUTION NO. 98- 104 <br />BY.• THE MAYOR AND ALL MEMBERS OF COUNCIL <br />A RESOLUTION SUPPORTING GOVERNOR VOINOVICH'S <br />CAMPAIGN TO OPPOSE MANDATORY PARTICIPATION OF <br />STATE AND LOCAL GOVERNMENT EMPLOYEES IN THE <br />SOCIAL SECURITY SYSTEM. <br />WHEREAS, the U.S. House Ways and Means Subcommittee on Social Securiry has <br />requested the federal General Accounting Office (GAO) to visit and review every state whose <br />public employees do not participate in the Social Security System; and <br />WHEREAS, the said Congressional Subcommittee is conducting a study to examine the <br />effects of implementing the Social Security Advisory Council's recommendation that would <br />require all state and local government employees to pazkicipate in Social Security; and <br />WHEREAS, the GAO recently visited the State of Ohio to examine the state's five public <br />employee retirement systems; and <br />WHEREAS, Governor Voinovich has expressed his concern to this Council and other City <br />Councils thmughout the State that the GAO study will lead to Congressional consideration of the <br />Advisory Council's proposal; and <br />WHEREAS, Ohio's public retirement systems provide benefits to teachers, school <br />employees, police and firemen, the highway patrol, and state and local government employees; <br />and <br />WHEREAS, the largest Ohio public retirement system, the Public Employees Retirement <br />System (PERS), has over 600,000 members and benefit recipients, whose contributions into the <br />system are invested and thereby provide tremendous amounts of capital into the economy; and <br />WHEREAS, if publie employees were required to pay into Social Security, the <br />imposition of a FICA tax upon public employee wages would create an enormous unfunded <br />mandate upon the State and its political subdivisions, ultimately causing either an increase in <br />employee PERS contribution rates or a decrease in PERS benefits; and <br />WHEREAS, the Governor has already communicated with leaders in Congress voicing his <br />
