<br />opposition to the manda.tory inclusion of state and local employees in the Social Security System, <br />submitting to Congress that, while universal state and local participation would provide an <br />immediate infusion of funds into the Social Security System, the long-term liabilities associated <br />with the new beneficiaries under Social Security's pay-as-you-go system would only serve to <br />exacerbate the long-run funding crisis faced by that system, and would further compel Ohio's <br />public employees to participate in a poorly funded system with their future retirement benefits at <br />risk; <br />NOW9 THEREFORE, BE IT RF.SOLVID BY THE COUNCIL OF THE CITY OF NORTH <br />OLMSTED, CUYAHOGA COUNTY, AND STATE OF OffiO: <br />SECTION 1: That the Mayor and this Council hereby resolve that they fully and <br />completely support the efforts of Governor Voinovich in opposing mandatory participation of <br />Ohio's state and local government employees in the federal Social Security System, and they <br />further resolve to urge Congress to not impose yet another unfunded mandate upon this State and <br />its local governments by adopting such legislation which would determinentally impact upon the <br />future retirement benefits of virtually all State and local government employees in the State of <br />Ohio. <br />SEClION2: That the Clerk of Council be, and she hereby is, directed to transmit a copy <br />of this Resolution to Ohio Senators John Glenn and Michael DeWine, to Congressmen Dennis <br />Kucinich, Louis Stokes, Sherrod Brown and Steven C.
