ARTICLE 23 <br />LAYOFF/RECALL <br />23.1 When a layoff is necessary due to lack of funds or lack of work, the <br />Employer shall notify the affected employees in writing at least fourteen (14) days in <br />advance of the effective date of layoff. <br />23.2 The employee with the least departmental seniority will be the first laid off. <br />23.3 Bargaining unit members shall remain on a lay off list for two (2) veazs. <br />The City shall recall from that list in the reverse order in which the members were laid off <br />before hiring anyone eise. <br />23.4 Notice of recall shall be sent to the employee(s) by registered mail, with a <br />copy to the FOP/OLCI. The Employer shall be deemed to have fulfilled its obligation by <br />mailing the recall notice by registered mail. The notificarion of the intent to return to <br />work must be communicated to the Chief of Police within fourteen (14) days of receipt of <br />notice as a forsaid. <br />ARTICLE 24 <br />APPLICATION AND INTERPRETATION OF WORK <br />RULES, POLICIES AND DIRECTIVES <br />24.1 The FOP/OLCI recognizes that the Employer, in order to carry out its <br />statutory mandates and goals, has the right to promulgate reasonable work rules, policies, <br />pmccdures and directives consistent with statutory authority, to regulate the personal <br />conduct of employees while at work and the conduct of the Employer's services and <br />programs. <br /> <br />(32) <br />a <br />??:??_wlftpo
