structures kept and maintained in accordance with the uses permitted by the zoning classifieations of local retail, general retail and limited industry and well as office buildings. (c) The City will provide refuse pick-up service for single-family residential structures, multi-family residential structures and commercial establishments in accordance with the following regulations: 1) Residential Structures. The City will provide refuse pick-up service for all residential structures located in the City in accordance with schedules and regulations adopted by the Department of Public Service. All refuse shall be placed in either twenty-gallon containers or plastic bags or other containers acceptable to the Director of Public Service. Such con#ainers when full shall not exceed sixty pounds each in weight and shall be placed along the dedicated right of way or right of way to be dedicated in the future, prior to the time of scheduled collection. 2) Commercial egalalis}unents. The City will provide refuse pick-up service for commercial establishments provided that the commercial establishment shall first pay to the City three dollars ($3.00) per week per establishment, in advance, payable quarterly, for such service. All refuse sha11 be placed in either twenty-gallon containers or plastic bags, or other containers acceptable to the Director ofPublic Service. Each establishment sha11 be limited to four containers, which containers when full sha11 not exceed sixty pounds each in weights, and all containers shall be placed along the side of the dedicated right of way or right of way to be dedicated in the future, prior to the time of scheduled collection." (d) The Director of Public Service shall notify all individuals or corporations within the classifications specified in subsections (b)(2) and (3) hereof, and it shall be the duty of all of the individuals or corporations so notified to pay to the Director of Finance of the City the advance quarterly payment as specified in subsections (c)(2) and (3) hereof. In the event the Director of Finance does not receive the required payment, the Director of Public Service shall direet the Service Department to refrain from providing refuse pick-up service to those who neglected to pay the property amount. SECTION 2: That all ordinances or parts of ordinances in conflict or inconsistent with this Ordinance, to the extent of any such conflict or inconsistency, be and the same are hereby repealed. SECTION 3. That this Ordinance, upon its passage by this Council and approval by the Mayor, shall take effect and be in force upon the earliest date provided by law.
