<br />(b) The balance
<br />expenses referred to
<br />deposited as follows:

<br />remaining after payment of the
<br />n subsection (a) hereof shall be
<br />(i) 15% shall be deposited in a special fund
<br />and used, as directed bq Council, to paq costs of
<br />services and facilities for solid waste management,
<br />recqcling and disposal;
<br />(ii) 15% shall be deposited in a special fund
<br />and used, as directed by Council, to paq costs of
<br />any permanent improvements for the City (including
<br />permanent improvements to the Citq's street and
<br />storm water drainage systems), including the
<br />paqment of debt charges on bonds and notes issued
<br />after 1990 for those purposes, aad costs of
<br />maintainiag the City's street and stormvater
<br />drainage systems and providing related equipment;
<br />and
<br />(iii) the balance shall be deposited in the
<br />General Fund and used to pay costs of general
<br />municipal functions."
<br />Sectioa 7. Effective March 1, 1991, Sectioas 1501.0101, 1501.0501,
<br />1501.0502, 1501.1302, 1501.1901 and 1501.2101 of the Codified Ordinances of
<br />the City of North Olmsted, Ohio, as established by Ordiaaace No. 67-70, passed
<br />-Maq 16, 1967, as ameaded by Ordinance No. 68-105, passed June 18, 1968,
<br />Ordinance No. 71-161, passed December 21, 1971, and Ordinaace No. 82-94,
<br />passed December 21,.1982, as they have heretofore existed, are herebq
<br />repealed. No provision uf this ordinance, including the repeal of Sections
<br />1501.0101, 1501.0501, 1501.0502, 1501.1302, 1501.1901 aad 1501.2101 of the
<br />. Codified Ordinances of the City of North Olmsted, Ohio, as theq have hereto-
<br />fore existed, shall in any way affect any rights or obligations of the-City of
<br />North Oltnsted, any taxpayer, or anq other person, official or eatiLq, with
<br />respect to the one percent municipal income tax and the municipal income tax
<br />credit authorized by Sections 1501.0101, 1501.0501, 1501.0502, 1501.1302,
<br />1501.1901 aad 1501.2101 of the Codified Ordinances of the City of North
<br />Olmsted, Ohio, as they have heretofore existed and shall exist through
<br />February 28, 1991.
<br />Sectioa 8. Zt is found and determined that all formal actions of
<br />this Council concerning aad relating to the passage of this ordinance were
<br />taken ia an open meeting of this Council, and that all deliberations of this
<br />Council and of any of its committees that resulted in such formal actioa, were
<br />in meetings opea to the public in compliance with the law.
<br />Sectioa 9. This ordinance is hereby declared to be an emergencq
<br />measure necessary for the immediate preservation of the public peace, health,
<br />safety and welfare of the City and for the further reason that this ordinance
<br />must be effective at once to provide funds in order to adequatelq carry out.
