Mass limitations on dischargers are intended to prevent the use of dilution to meet the pretreatment standards or require- ments of the Codified Ordinances, or in other cases where the imposition of mass limitations is deemed appropriate by the City. No statement contained in the Codified Ordinances shall be constructed as prohibiting any special agreement or arrange- ment between the City and any person whereby an industrial waste of unusual strength or character may be admitted to the sewage disposal works, either before or after pretreatment, provided there is no impairment of the functioning of the sewage disposal works by reason of the admission of such waste and no extra costs are incurred by the City without recompense by such person. Payment for eatra strength wastewater or wastewater of unusual.character shall be proportion to cost aad consiatent with Chavter 915." SECTION 2: Section 917.04 (b) (4) of the Codified Ordinances of the City of North Olmsted, Ohio which now reads as follows: (4) Fees for the City's administration costs associated with industries required to maintain a scheduled sampling and analysis program, as warranted in the City's industrial pretreatment program. -2-
