? s <br />a Cooperation Agreement with the Cuyahoga County Board of Commissioners for <br />the period from the first day of the seventeenth program year through and <br />including the last day of the nineteenth program year as described by the <br />Application for fiscal years 1991 funds. Said Agreement shall authorize the <br />County to execute essential Community Development and Housinq Assistance <br />applications, plans, programs and projects eliqible under the Housing and <br />Community Development Acts of 1974, 1977, 1980 and 1983, as amended. A copy <br />of said Agreement is attached hereto as Exhibit "A". <br />SECTION 2: That it is found and determined that all formal actions of <br />this Council concerning and relating to the adoption of this Ordinance were <br />adopted in an open meeting of Council; and that all deliberations of this <br />Council, and of any of its committees, that resulted in such formal action <br />were in meetings open to the public in compliance with all legal requirements, <br />including Section 121.22 of the Ohio Revised Code. <br />SECTION 3: That this Ordinance is hereby declared to be an emergency <br />measure immediately necessary for the preservation of the public health, <br />safety and welfare, and for the further reason that it is immediately neces- <br />sary to request funds for community development fiscal years 1991, 1992 and <br />1993 Program Years, and further provided it receives the affirmative vote of <br />two-thirds of all members elected to Council, it shall take effect and be in <br />force immediately upon its passage and approval by the Mayor. <br />PASSED : 2" 10 00 <br />"Oll' 1-7 <br />ATTEST: 6 (? <br />. , J40M6,r i0 CU2N& <br />Acr1NG cl.-f`c.K dvc coo.-c1L- <br />APPROVED: 6 ? <br />MAYOR EDWARD BOYt???7 <br />L Ac <br />JAMES D.
