? ' - 2 - <br />Director of Finance of this City. All special assessments remaining unpaid at <br />the expiration of those 30 days shall be certified by the Clerk of Council to <br />the County Auditor as provided by law to be placed on the tax duplicate and <br />eollected as taxes are collected. <br />Section 4. The Clerk of Council shall cause a notice of the passage <br />o€ this ordinance to be published once in a newspaper of general circulation <br />in this City and shall keep on file in the office of the Clerk of Council the <br />special assessments. <br />Section 5. The Clerk of Council shall deliver a certified copy of <br />this ordinance to the County Auditor within 20 days after its passage. <br />Section 6. This Counci.l finds and determines that all formal actions <br />of this Council concerning and relating to the passage of this ordinance were <br />taken in an open meeting of this Council and that all deliberations of this <br />Council and of any of its committees that resulted in those formal actions <br />were in meetings open to the public in compliance with the law. <br />Section 7. This ordinance is declared to be an emergency measure <br />necessary for the immediate preservation of the public peace, health and <br />saf_ety of this City and for the further reason that the levy of the special <br />assessments may be immediately e€fective so that the notes issued in <br />anticipaLion of the levy may be refunded by bonds to be issued in anticipation <br />of the collection of these special assessments and thereby preserve the credit <br />of the City; wherefore, this ordinance shall be in full force and effect <br />immediately upon its passage and approval by the Mayor. <br />Passed: ?s 1990 <br />? <br />A t t e s t: <br />Acting Clerk of Council <br />1? ?Lwu.? ?'`• ?C <br />President of Council <br />Approved: 1990 <br />Mayor
