Section 6. The arbitrator's decision and award will be in <br />writing and delivered within thirty (30) days from the date the <br />record is closed. The decision of the arbitrator shall be final <br />and binding upon the parties. <br />NON-DISCRIMINATION <br />ARTICLE XIII <br />Section 1. The Employer and the NOPBA agree not to discrim- <br />inate against any employee(s) on the basis of race, religion, <br />color, creed, national oriqin, age, sex, handicap, or any other <br />invidious reason. <br />Section 2. The NOPBA expressly agrees that membership in <br />the NOPBA is at the option of the employee and that it will not <br />discriminate with respect to representation between members and <br />nonmembers. <br />GENDER AND PLURAL <br />ARTICLE XIV <br />Section 1. Whenever the context so requires, the use of the <br />words herein in the singular shall be construed to include the <br />plural, and words in the plural, the singular, and words whether <br />in the masculine, feminine or neuter genders shall be construed <br />to include all of said genders. By the use of either the mascu- <br />line or feminine genders it is understood trat said use is for <br />convenience purposes only and is not to be interpreted to be dis- <br />criminatory by reason of sex. <br />OBLIGATION TO NEGOTIATE <br />ARTICLE XV <br />Section 1. The Employer and the NOPBA acknowledge that dur- <br />ing the neqotiations which preceded this Agreement, each had the <br />unlimited right and opportunity to make demands and proposals <br />with respect to any subject matter not removed by law from the <br />area of collective bargaining and that the understandings and <br />agreements arrived at by the parties after the exercise of that <br />right and opportunity are set forth in this Agreement. <br />Section 2. Therefore, for the life of this Agreement, the <br />Employer and the NOPBA each voluntarily and unqualifiedly waives <br />the right, and each aqrees that the other shall not be obligated <br />to negotiate collectively with respect to any subject or matter <br />referred to, or covered in this Agreement, or with respect to any <br />subject or matter not specifically referred to or covered in this <br />Agreement, even though such subjects or matters may not have been <br />-10-
