r <br />r ? <br />jo?s <br />*ANW <br />CITY OF NORTH OLMSTED <br />ORDINANCE N0. 90-5 <br />BY: COUNCILMAN 0'GRADY <br />'mo! <br />'+rIM, <br />AN ORDINANCE ESTABLISHING THE ORGANIZATIONAL CHART <br />AND COMPOSITION OF THE FIRE DEPARTMENT OF THE CITY <br />OF NORTH OLMSTED, AND DECLARING AN EMERGENCY <br />WHEREAS, the Administration recognizes that because of a lack of <br />personnel in the Fire Department, combined with the City's obligation to <br />meet the requirements of the Fair Labor Standards Act regarding payment of <br />overtime, the manpower resources of the Fire Department have been stretched <br />to the limit; and <br />WHEREAS, because of the excessive demands being made upon the members <br />of the Fire Department because of the need to maintain full status thus <br />requiring many to be forced to work overtime, it is recognized by the <br />Administration that in order to alleviate the problems that exist, it is <br />necessary to add personnel to the Fire Department; and <br />WHEREAS, it is the belief of the Administration that by freeing up the <br />Fire/Paramedic personnel from the duty of dispatching, that the City in <br />essence, would increase the manpower of the Fire Department; and <br />WHEREAS, in order to accomplish the desire to make the Fire Department <br />more efficient, the Administration has recommended that there be created <br />within the Fire Department the separate position of Dispatcher, which in <br />order to cover all of the various shifts, it will be necessary to add to <br />the complement of the Fire Department four (4) Dispatcher positions; and <br />WHEREAS, it is also recognized that in order to alleviate some of the <br />pressure as far as scheduling and overtime relative to the existing <br />individuals in the Fire Department, it would be desirable to add additional <br />firefighters to the roster; and <br />WHEREAS, it is the desire of the Administration and Council at this <br />time to increase the complement of firemen from 27 firemen to 28 firemen <br />and to, at the same time, develop plans in the future to add additional <br />firefighter personnel to the complement of the Fire Department. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF NORTH <br />OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />SECTION 1: That the Organizational Chart of the Fire Department of the <br />City of North Olmsted shall be constituted as follows:
