" • ' " ? ? ,,,?-. <br />167.02 The Department of Personnel and Administrative Services shall <br />be headed by a Director who shall be appointed by the Mayor and who shall <br />be answerable to the Mapor. <br />167.03 The salary range for the Director of the Department of <br />Personnel and Administrative Services as well as other employees of said <br />Department shall be determined by Council. The specific salary for the <br />Director shall be determined by the Mayor and the specific salaries for the <br />employees within the Department shall be determined bp the Director. <br />167.04 Powers and duties of Department The Department of Personnel <br />and Administrative Services shall have the following responsibilities which <br />may from time to time be added to or diminished by Council: <br />a. PERSONNEL <br />(1) The Director sha11 develop a master employment application <br />form which shall be used in all departments containing vital <br />information necessary to administer the personnel records of <br />the City. The Director shall also maintain a file of said <br />records, which file shall include for each employee, <br />evaluations, rewards, disciplinary actions, commendations and <br />any other correspondence or pertinent information that may <br />from time to time come to the attention of the Director with <br />respect to any specific employee. <br />(2) The Director sha11 establish a uniform system of maintaining <br />accurate records for all employees dealing with the use and <br />accumulation of sick leave, vacation time, and personal <br />holidays. He shall communicate such information from time to <br />time as is deemed appropriate by the Director of Finance for <br />purposes of reporting said information to the employees on <br />the employee's pay stub. <br />(3) The Director shall be responsible for the administration and <br />coordination of all employee benefits for all departments <br />within the City. <br />(4) The Director shall be responsible for maintaining all records <br />for the processing of claims for workmen's compensation and <br />unemployment compensation. He shall, when it is appropriate, <br />appear before the State agencies responsible for workments <br />compensation and unemployment compensation, representing the <br />Citpls interest relative to claims made for unemployment and <br />workmen's compensation.
