'? . <br />e- <br />CITY OF NORTH OLMSTED <br />RESOLUTION N0. 92-185 <br />BY: THE MAYOR AND THE ENTIRE CITY COUNCIL <br />A RESOLUTION IN PROTEST OF RECENTLY ANNOUNCED CUTS <br />IN PUBLIC TRANSPORTATION AND FARE INCREASES BY THE <br />GREATER CLEVELAND REGIONAL TRANSIT AUTHORITY AND THE <br />METHOD BY WHICH THEY WERE DETERMINED, AND DECLARING <br />AND EMERGENCY. <br />WHEREAS, the Greater Cleveland Regional Transit <br />Authority (GCRTA) is charged with providing public <br />transportation to all residents of Cuyahoga County; and <br />WHEREAS, the citizens of Cuyahoga County pay for that <br />public transportation service through taxes levied by other <br />governmental agencies, taxes on merchandise sold in Cuyahoga <br />County and fees assessed per trip; and <br />WHEREAS, the GCRTA provides service through its own <br />transit system as well through systems in North Olmsted and <br />Maple Heights; and <br />WHEREAS, the GCRTA has expended funds in excess of its <br />revenues due to a failing economy, lack of ridership and for <br />other reasons; and <br />WHEREAS, the GCRTA has taken upon itself to cut <br />service and increase fares based on a faulty mathematical <br />model. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE <br />CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />SECTION l: That the Greater Cleveland Regional Transit <br />Authority GCRTA) be required to audit all routes and <br />determine ridership by hourly increments to determine <br />efficient ways to provide public transportation for the <br />residents of Cuyahoga County. <br />SECTION 2: That the GCRTA adopt a policy to conduct <br />four public hearings - one in Cleveland, one in an eastern <br />suburb of Cleveland, one in a southern suburb and one in a <br />western suburb - before any decision is made on rate <br />increases or service charges.
