Section 2: Members of the Negotiating Committee shall be <br />allowed reasonable time off to participate in collective <br />bargaining meetings with the Employer, if held during a <br />member's regular working hours without loss of pay. <br />Section 3: Director(s) of the OPBA shall be allowed three <br />(3) hours per month off, with pay, for the purpose of <br />attending OPBA Directors meetings. The Employer must notify <br />the Chief of Police or his designee at least forty-eight (48) <br />hours in advance of such meeting or forfeit their right of <br />pay for such meeting, that any shift will not be under-manned <br />due to the call of such a meeting. <br />ARTICLE 12 <br />DISCIPLINARY PROCEDIIRE <br />section 1: Disciplinary action taken by the Employer shall <br />only be for just cause. <br />section 2: A non-probationary employee who is suspended, <br />demoted, or discharged shall be given written notice <br />regarding the reason(s) for the disciplinary action. The <br />employee shall be informed of the right to confer with a <br />representative of the OPBA. <br />Section 3: Prior to any discipline being imposed, the <br />employee shall be given the opportunity to appeal tlYrough <br />Step 3 of the grievance procedure contained in Article 13 of <br />this Agreement. The employee shall then be able to appeal <br />the Step 3 decision to arbitration, as set forth in Article <br />14 of this Agreement. <br />ARTICLE 13 <br />GRIEVANCE PROCEDIIRB <br />Section 1: Grievant - The "grievant" shall be defined as any <br />employee, group of employees within the bargaining unit or <br />the OPBA. <br />Party in Interest - A"party in interest" shall <br />be defined as any employee of the Employer named in the <br />grievance who is not the grievant. <br />Days - A"day" as used in this procedure shall <br />mean calendar days, excluding Saturdays, Sundays or Holidays <br />as provided for in this Agreement. - <br />7
