? Section 2: A grievance is an unresolved question or dispute <br />regarding wages, hours, terms and conditions of employment of <br />the bargaining unit employees, and any alleged failure of the <br />Employer to comply with all applicable law affecting the <br />bargaining unit employee, including, but not limited to <br />unresolved questions or disputes concerning the <br />interpretation and application of this Agreement. <br />A grievance can be initiated by the OPBA or an aggrieved <br />bargaining unit employee. Where a group of bargaining unit <br />employees desires to file a grievance involving a situation <br />affecting each such bargaining unit employee in the same <br />manner, one bargaining unit employee selected by such group <br />shall process the grievance(s). <br />Section 3: The following procedures shall apply to the <br />administration of all grievances filed under this procedure. <br />a) Except in Step 1, all grievances shall include the <br />name and position of the grievant, the identity of <br />the provisions of this agreement involved in the <br />grievance; the time and place where the alleged <br />events or conditions giving rise to the grievance <br />took place, the identity of the party responsible <br />for causing the said grievance, if known to the <br />grievant; and a general statement of the nature of <br />the grievance and the redress sought by the <br />grievant. _ b) Except at Step 1, all decisions shall be rendered in <br />writing at each step of the grievance procedure. <br />Each decision shall be transmitted to the grievant <br />and his representative, if any. <br />c) If a grievance affects a group of employees working <br />in different locations, with different principals, <br />or associated with an employer-wide controversy, it <br />may be submitted in Step 3. <br />d) Nothing contained herein shall be construed as <br />limiting the right of any employee having a <br />grievance to discuss the matter informally with any <br />appropriate member of the administration within the <br />chain of command of the Police Department and having <br />said matter informally adjusted without the <br />intervention of the OPBA, provided that the <br />adjustment is not inconsistent with the terms of <br />this Agreement.
