? to protect and preserve the Grievance Procedure as an orderly <br />means of resolving grievances. Actions by the City or the Union <br />which tend to impair or weaken the Grievance Procedure are <br />improper. <br />Section 2: A grievance is a dispute or difference between <br />the City and the Union, or between the City and an employee, <br />concerning the interpretation or application and/or compliance <br />with the terms of this Agreement and shall include disputes <br />concerning disciplinary actions. When any such grievances arise, <br />the following procedure shall be observed: <br />STEP 1; An employee who has a grievance shall reduce it <br />to writing and the grievance shall be presented to the <br />immediate supervisor by his steward, in the presence of <br />the employee, or, in the case of the Waste Water Plant, <br />the superintendent, within ten (10) calendar days after <br />the employee learned or should-have learned of the event <br />upon which the grievance is based. The immedfate super- <br />visor or superintendent shall meet with the employee or <br />the employee and the steward within three (3) working days. <br />The supervisor or superintendent shall qive an answer in <br />writing to the participants involved in the initial meet- <br />ing within two (2) workinq days following the date of the <br />grievance discussion. <br />STEp 2: If the employee's grievance is not satisfactorily <br />settled at Step 1, the grievance shall be submitted to <br />the Service Director within five (5) working days after the <br />Step 1 answer. The Service Director and/or his designated <br />representative or representatives shall meet with the <br />Local Union President, the Steward and the Chief Steward or <br />his designee within five (5) workinq days after the griev- <br />ance has been filed with the Service Director, and the <br />City's representative shall answer the grievance in writing <br />within four (4) working days following completion of the <br />Step 2 discussions. <br />8
