<br />Ordinance No. 92 - 133 <br />Page 9 <br />1. Control manholes or access facilities shall be located and built in a <br />manner a.cceptable to the Service Director. If ineasuring devices are <br />to be permanently installed, they shall be of a type acceptable to the <br />Service Director. <br />2. Control manholes, access facilities and related equipment shall be <br />installed by the person discharging the waste, at his expense, and <br />shall be ma.intained by him so as to be in safe condition, accessible <br />and in proper operating condition at all times. Plans for the <br />installation of the control manholes or access facilities and related <br />equipment shall be approved by the City Engineer prior to the <br />beginning of construction. <br />(h) All measurement tests and analyses of the characteristics of waters and <br />wastes to which reference is made in this Chapter shall be determined in <br />accordance with "Standard Methods", as defined in Section 911.03(83), and <br />in accordance with 40 CFR 136 entitled, "Guidelines Establishing Test <br />Procedures for Analysis of Pollutants", and shall be determined at the <br />control manhole provided, or upan suitable samples taken at such control <br />manhole. In the event that no special manhole ha.s been required, the <br />control manhole shall be considered to be the nearest downstream manhole <br />in the pu.blic sewer to the point at which the building sewer is connected. <br />Sampling shall be carried out by customarily accepted methods to reflect <br />the effect of constituents upon the sewage works and to determine the <br />existence of hazard to life, limb and property. The particular analysis <br />involved will determine whether a twenty- four hour composite of all <br />outfalls of a premise is appropriate, or whether a grab sample or samples <br />should be taken. Normally, lut not always, BOD and TSS analyses are <br />obtained frcn twenty-four composites of all outfalls, where pHs are <br />determined from periodic grab samples. <br />Within 90 days following the date for final compliance with applicable <br />categorical pretreatment standards, or in the ca.se of a New Source <br />following commencement of the introduction of wastewater into the <br />treatment facility, any industrial user subject to pretreatment standards <br />and requirements sha.ll submit to the City a report containing the <br />information described in 40 CFR 403.1 (b) (4) -(6). <br />(i) No statement contained in this section shall be construed as preventing <br />any special agreement or arrangement between the City and any industrial <br />concern whereby an industrial waste of unusual strength or character ma.y <br />be accepted by the City for treatment, subject to payment therefore by the <br />industrial concern in proportion to cost and consistent with the user <br />cha.rge system in Chapter 915. No special agreement shall be in violation <br />of any Federal or State standards. <br />(j) No person shall ca.use the discharge of slugs of water or wastes. Each <br />person producing a discha.rge into the public sewers in excess of 100,000 <br />gallons in any one day, shall construct and maintain, at his expense, a <br />suitable storage and flow-control facility to insure equa.lization of <br />discharge over a twenty-four hour period. Zhis facility shall ha.ve a <br />capacity of at least fifty percent (500) of the total normal volume of a <br />twenty-four production period, and the autlet to the sewer shall be <br />equipped with a rate-discharge controller or other approved device, the <br />regulation of which shall be directed by the Service Director."
