The aforementioned 20 point inspection may at the discretion of the <br />independent consuitant, be substituted with a drive by of no less than <br />20% of the fotal plant mileage, if in the belief of the.independent <br />consultant such substitutions may yield more usefu(-information. <br />d. A physical evaluation shall be under taken by the GRANTEE with <br />the participation of the independent consultant if one is engaged by the <br />City to assess, evaluate and analyze the following items: <br />? 1. Corrosion and/or o#her damage due to water ingress <br />and/or other environmental impacts. <br />2. Overhead and underground construction techniques, and <br />their impact of reliable system operations consistent with the <br />requirements of the National Electric Safety Code or <br />Ordinances of the City, covering System construction in public <br />and private right of ways. <br />3_ Plant grounding and bonding necessary to inhibit, for example, <br />outages due to stray electrical currents consistent with the <br />National Electric Code as current or as modified during the <br />term of this Agreement. <br />4. Power supply connections, construction and safety. <br />5. Detail and estimates of any upgrades necessary to correct any <br />physical defects or deterioration noted during the inspection. <br />6. Other items determined pertinent to reliable system <br />operation such as but not limited to an assessment of <br />' headend, over-the air and satellite antennas, <br />construction and maintenance issues of concern. <br />e. The City may require photographic documentation attached to ali <br />written findings and reports for the purpose of illustrating specific <br />fndings or vioiations. <br />f. Before the commencement of any testing, the GRANTEE shall provide <br />to the independent consultant, if one is engaged by the City, the most <br />cufrent calibration certificates issued by an independent calibration <br />laboratory for ail frequency/voltage sensitive equipment that will be <br />used during all testing. <br />10
