BY: The Mayor and Entire City Council <br />A RESOLUTION REQUESTING AND AUTHORIZING THE DIRECTOR OF <br />THE OHIO DEPARTMENT OF TRANSPORTATION TO MAKE A <br />DETERMINATION REGARDING THE SAFE AND REASONABLE SPEED <br />LIMIT FOR I-480 THROUGH THE CITY OF NORTH OLMSTED AND <br />DECLARING AN EMERGENCY. <br />WHEREAS, Substitute House Bi11565, which became effective on February 19, <br />1996, gives local officials and the Ohio Department of Transportation One Hundred <br />Twenty (120) days to conduct appropriate geometric and traffic characteristic studies to <br />evaluate existing freeway speed limits; and <br />WHEREAS, this bill mandates that all speed limits on urban interstates and <br />freeways automatically change to 65 mph upon the lapse of the one hundred (120) day <br />time period unless a study justifying a different speed limit has been completed; and <br />WHEREAS, ODOT has created a speed limit evaluation sheet for this study, <br />which may be adopted by the City of North Olmsted if it so chooses; and <br />WHEREAS, the evaluation sheet may be supplemented to include other factors <br />normally used in the evaluation of a speed limit pursuant to the "Ohio Manual of Uniform <br />Traffic Control Devices for Streets and Highways", including, but not limited to, accident <br />analysis, roadway features, terrain considerations, significant local climatic conditions, <br />special features or operational limitations; and <br />WHEREAS, ODOT's independent study indicates their own recommendation <br />for what the appropriate speed limits should be on the City of North Olmsted freeway <br />system, and is attached hereto and marked "Exhibit A"; and <br />WHEREAS, due to the time constraints placed on all municipalities by <br />Substitute House Bill 565, all studies need to be submitted, along with the appropriate <br />resolution, to ODOT's District 12 office located at 5500 Transportation Boulevard, <br />Garfield Heights, Ohio 44125-8003, on or before May 22, 1996. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO:
