The GRANTEE shall connect the Subscriber tap or service output to the <br />proper test equipment impact via a 100' swept RG-59, RG56 or such <br />other Subscriber drop cable or the length of cable specified in the FCC <br />rules. This procedure is to simulate and document the actual signal <br />levels provided to typical Subscribers. This procedure is to be <br />performed at a minimum of 25 different locations throughout the service <br />area. <br />i. The following test shall be performed by the GRANTEE with the <br />participation of the independent consultant, if one is engaged by the City <br />at each of the aforementioned test points for the purpose of evaluating <br />the technical performance of the system in an objective manner. <br />1. Visual (Picture) carrier levels on activated channels. <br />2. Aural (Sound) carrier levels on activated channels. <br />3. Peak-to Valley on the entire land of activated channels (Sweep <br />Response Test). <br />4. Highest to lowest video carrier difference (calculated) on the entire <br />land of activated channels. <br />5. Carrier-to-Noise ration measurement. <br />6. Low frequency distortion ("Hum"). <br />7. 2nd/3rd order distortion (intermodulation). <br />8. RF signal leakage assessment. <br />9. Subjective picture rating of distortions on all channels. <br />j. The following signal quality measurements shall be made at the <br />headend for satellite services, locally originated and over the air <br />programming. The GRANTEE along with the independent consultant, if <br />one is engaged, shall perform all tests necessary and report on the <br />following parameters measured at each headend; <br />1. Video carrier levels and picture quality on all channels. <br />2. Audio carrier level on all channels leaving the headend. <br />3. FM radio carrier levels, if any. <br />11 <br />
