The purpose of such a contribution would be to absorb the excess actual costs of construction in low density areas. In implementing this subparagraph (2), the GRANTEE may require that the estimated payment of the Subscribers' capital contribution be paid in advance. Any excess amounts so collected will be returned to the Subscribers upon completion of construction. (3) Where there is not a density of at least thirty (30) potential Subscribers per linear mile. Those areas of the service area which do not have the necessary density of potential Subscribers per linear mile shall be served by GRANTEE if the potential Subscribers agree to a grant-in-aid of construction on the following terms and conditions. (i) Written requests to GRANTEE from a minimum of fifteen (15) potential Subscribers per linear mile or an equivalent pro rata number based on the actual length of the extension. (ii) GRANTEE shall calculate its then current cost per mile of extension. This shall be divided by thirty (30) homes per linear mile to arrive at the required per home investment GRANTEE must make. (iii) The potential Subscribers requesting service shall then be multiplied by GRANTEE's investment per home and this total amount shall be subtracted from GRANTEE's current cost per linear mile. (iv) The remaining amount shall then be shared pro rata by the . potential Subscribers requesting service and paid to GRANTEE prior to the time the extension is made. (e) GRANTEE shall be required, in accordance with this agreement and applicable law, to provide service to individual units of a multiple dwelling unit ("MDU") with all services offered to other dwelling units within the City, so long as the owner of the facility consents in writing, if requested by GRANTEE, to the following: (1) To GRANTEE's providing of the service to units of the facility; 31
