<br />(b) Vacancv. If the office of Mayor becomes vacant as the result of death, permanent
<br />disability, resignation, or any other cause which physically, mentally, or legally prevents the Mayor
<br />from continuing in office, then the Director of Public Service, if he is qualified under Article III,
<br />Section 2, of this Charter to be Mayor, shall become Mayor, and shall serve the unexpired term of
<br />the Mayor, or until the beginning of the term of a successor duly elected as hereinafter provided.
<br />In the event the Director of Public Service is not qualified to be Mayor, then the Director of Public
<br />Safety shall become Mayor, providing he is qualified under Article III, Section 2, of this Charter to
<br />be Mayor, and shall continue in the office as provided immediately above. In the event the Director
<br />of Public Safety is not qualified to be Mayor, then the President of Council shall become Mayor, and
<br />shall continue in the office as provided immediately above. If the President of Council becomes
<br />Mayor, then his office as President of Council shall become vacant.
<br />(c) Absence or Vacancv where President of Council is Actinp- Mayor or Mayor. In the event
<br />that the President of Council is serving as Acting Mayor or Mayor in accordance with paragraphs
<br />(a) or (b) above, and he is absent or inaccessible, as those terms are used in paragraph (a) above,
<br />or the office of Mayor becomes vacant, as that term is used in paragraph (b) above, then Council,
<br />by a vote of a majority of its members, shall designate one of their members to serve as Acting
<br />Mayor, in the event of the absence or inaccessibility of the President of Council, or Mayor, in the
<br />event of a vacancy in the office of Mayor. Such member shall have the authority and shall continue
<br />in office as provided for in paragraphs (a) and (b) above.
<br />(d) Election of Successor in the Event of Vacancv. In the event the office of Mayor shall
<br />become vacant, a successor for the unexpired term shall be elected as Mayor at the next regular
<br />municipal election, provided that (a) such election shall occur more than two (2) years prior to the
<br />expiration of the unexpired term and (b) the vacancy shall have occurred more than seventy-five (75)
<br />days prior to the date for primary election. A Director of Public Service, Director of Public Safety,
<br />President of Council, or member of Council, who has become Mayor pursuant to paragraphs (b) or
<br />(c) above, may be a candidate to succeed himself.
<br />Article IV
<br />The Council
<br />SEC. 3 PRESIDENT OF COLINCIL
<br />(a) Separate Office. The President of Council shall be elected by the voters. Candidates for
<br />such office shall file specifically for the office in accordance with the provisions of the Charter.
<br />(b) Duties. The President of Council shall preside at all regular and special meetings of
<br />Council, but he shall have no vote therein except in the event of a tie. He shall perform such duties
<br />as presiding officer as may be imposed upon him by Council.
<br />(c) Vacancy in Office. Whenever the office of President of Council becomes vacant, the
<br />vacancy shall be filled by appointment by majority vote of the members of Council eligible to vote,
<br />to serve for the unexpired term or until the election of a successor for the unexpired term at the next
<br />regular municipal election provided that (a) such election shall occur more than two years prior to
<br />the expiration of the unexpired term and (b) the vacancy shall have occurred more than seventy-five
