. <br />CITY OF NORTH OLMSTED <br />ORDINANCE NO. 96- 97 <br />BY: $n MAYOR ANID ENTIRE COUNCIL <br />AN ORDINANCE PROVIDING FOR THE SUBMISSION TO <br />THE ELECTORS OF THE CTlY OF NORTH OLMSTED OF AN <br />AMENDMENT TO ARTICLE V, SECTION 6 OF THE <br />CHARTER, PROVIDING RULE-MAKING AUTHORITY TO <br />THE DIRECTOR OF HUMAN RESOURCES, MAKING THE <br />ADMINISTRATOR OF THE DIVISION OF AGING AN <br />APPOINTEE OF THE DIRECTOR OF HUMAN RESOURCES, <br />AND MAKING OTHER CHANGES WHICH RENDER THE <br />LANGUAGE OF SECTION 6 GENDER NEUTRAL AND WHICH <br />DESIGNATE PERSONS FORMERLY REFERRED TO AS <br />"PHYSICALLY AND MENTALLY HANDICAPPED" AS <br />"PHYSICALLY AND MENTALLY CHALLENGED, " AND <br />DECLARING AN EMERGENCY. <br />WHEREAS, Article V, Section 6 of the Charter of the City of North Olmsted cunently <br />provides that the Administrator of the Division of Aging in the Department of Human Resources <br />shall be appointed by and answerable to the Mayor; and <br />WHEREAS, this Council, upon the recommendation of the Charter Review Commission, <br />desires to submit to the Electorate a proposed amendment to Article V, Section 6 of the Charter, <br />in order to make the Administrator of the Division of Aging an appointee of and answerable to <br />the Director of the Department of Human Resources, so as to establish a more clea.r chain of <br />command within the Department of Human Resources ; and <br />WHEREAS, this Council further desires in said submission to the Electorate to provide <br />the Director of the Department of Human Resources with rule-making authority, and to make <br />other changes in Article V, Section 6 of the Charter to render the language therein gender neutral
