VW- <br />page 2 of 4 <br />Ordinance No. 96-E <br />and to designate persons formerly refened to as "physically and mentally handicapped" as <br />"physically and mentally challenged;" <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO. TWO THIRDS OF <br />ALL MEMBERS CONCURRING: <br />SECTION 1: That this Council hereby authorizes and directs the submission to the <br />electors of the City of North Olmsted at the General Election to be held at the usual places of <br />voting in said City on 'Iuesday, November 5, 1996, the following separate proposal to amend the <br />Charter of the City of North Olmsted: <br />PROPOSAL: That an amendment to Article V, Section 6 of the Charter relating to <br />the Department of Human Resources, and its Division of Aging, be submitted to the Electorate <br />for approval, which would (1) provide that the Administrator of the Division of Aging be <br />appointed by and be answerable to the Director of the Department of Human Resources, (2) grant <br />rule-making authority to the Director of the Department of Human Resources, and (3) making <br />other changes in said Section 6 to render its language gender neutral and to designate persons <br />formerly referred to as "physically and mentally handicapped" as "physically and mentally <br />challenged." Such proposed amended Section 6 of Article V shall read as follows: <br />ARTICLE V <br />Section 6. Director of Human Resources <br />A. The Director of Human Resources shall have charge of the Department of Human <br />Resources. The Director shall not hold any other elective or appointed office or other full time <br />employment, public or private. 1'he Director shall make all necessary rules and regulations for <br />the government of the Department and all Divisions thereof. The Director shall be charged with <br />the duty of providing a central resource wherein individuals with personal problems can obtain <br />assistance or information concerning the solving of their problems. The Director shall also <br />develop, cultivate, and bring together, the human resources in the community in assisting persons <br />with personal problems. The Director shall encourage and work with public and private agencies <br />in establishing facilities and programs with the city that deal with needs such as marriage and
