CITY OF TdORTH OLMSTED <br />RESOLUTIOTS NO. A 9,4' ->- <br />B Y <br />RESOLUTION DETAILING NEEDS OF COUNCIL FOR OPERATING EXPENSES <br />FOR THE YEAR 1960 AS DETERMTNED FROM A REVIEW OF THE BUDGET <br />OF THIS CITY AS COMPLETED AND DECLARING AN EMERGENCY. <br />WHEREAS, there a.s now pend3ng before the Hoard of Tax Appea:Ls <br />certain appeals involving the allocation of the Local Government Fund <br />for 1960 to the City of North Olmsted; and <br />WHEREAS, in the resolution of said issues, it is pertinent <br />ta determine the amount of fun.ds needed by the City of North Olmsted :for <br />its current operating expenses for the fiscal year 1960, in addition to <br />revenues available f rom all other sources, except those revenues whie'z <br />a subdivision receives from additional taxes voted by its electorate, <br />in order to carry on its essential local governmental functions; and <br />WHEREAS, there was presented to the Budget Commission of <br />Cuyahoga County such needs as reflected in the tax budget far 1960 an3 <br />through the presentation by the City of Narth 0].msted of its needs at <br />oral hearings conducted by the Budget Commission; and <br />WHEREAS, there are additional needs of the City,, both with <br />respect to items contained in the budget and other items, some of which <br />needs were presented at the aral hearings befare the Buclget Gommission; and <br />WHEREAS., the Council of the City of North Olmsted is des3rous oi' <br />adopting a resolution setting forth items in terms ot' dollars of need3 <br />for 1960 which it is contemplated wi1l be expended in 1960; and <br />WHEREIi.S.. since the adoption of the cQrrected and completed 'ouaget <br />by this Council, there have oceurred three items of additional expense <br />not reflected therein, namely the cost of professional services for the <br />defense of the City in the litigation before the Board of Tax Appeals, <br />secondly the cont-ract with the County Board of Health n.ot then adopted <br />reflects an increased cost to the City for the year 1960 of $2,710, <br />and thirdly there is an additional cost to the City of ?1,500 for its <br />participation with the P.E.11.S.; and <br />WHEREAS, the City of Narth 0lmsted acting through its Council <br />lesires that these needs be made known to the Boa-rd of Tax Appeals in <br />terms of a request in making the allocation of local government funda for <br />the year 1960 ta this City. <br />NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL: OI' THE CITY Ok' <br />PJORTH OLMSTED; <br />Section 1: That the Mayor be and is hereby directed to make <br />known, to the Board of Tax Appeals of the State of Ohio in its hearing <br />on the al.location to the City of local government funds for the calendar <br />year 1960 that all of the City's needs have not been reflected or <br />included in the corrected budget submitted to the County Auditor of <br />Cuyahoga County, and such needs should include the following items not <br />reflected in the corrected budget submitted ta the Caunty Auditor: <br />Boaxd of Health Contract *2,710 <br />Increase in rates for payments ta <br />P.E.R.S. 1,500 <br />Legal fees and costs in connection <br />with appeals of 1oca1 units of <br />county f'rom allocations made by <br />County Budget Commission 8,500 <br />
