RULES OF OF2DER GOVERNING T3E COUNCIL OF ~iE CITY OF NORT_-i OLMtSTED <br />Page 9. <br />SECTION VII. AI~tIINISTFti-TIVE OFFICERS <br />mule 51. .attendance }3equired. The mayor and the directors of all <br />departments shall be required to attend the regular and special meting of council <br />and shall be provided with seats on the floor of the council. They shall be required, <br />at any such meeting, to answer such sus stions relating to the affairs of the city under <br />their respective supervision and control as may be put to them by any member of the <br />council. The mayor shall be entitled to take part in the discussion on all qu®stions <br />before the council. The directors shall be entitled to take part in the discussion on <br />all questions relating only to their department. <br />Rule 52. reports of City Officers. All ordinances, resolutions and <br />communications pertaining to matters that come under the supervision and control of <br />the Mayor, and directors of departments shall, in addition to being referred to th e <br />proper committees, be also referred to such respective administrative officers for <br />recommendation and report. Not later than thirty (30j days after reference to the <br />administrative officer or officers as the case may be each ordinance, resolution, or <br />communication so referred shall be returned to the Clerk of Council with the endorse- <br />ment of each such administrative officer's approval or disapproval of such matter so <br />referred. It shall be the duty of the Clerk of Council to enforce this rule rigidly. <br />The Clerk small use all diligence in seeing that departments to which measures are <br />referred retuxn them to the Cle rk's office within the time fixed herein. <br />Rule 52-1. Mandatory teferral oP Legislation. Mandatory referral of <br />legislation to the proper committees shall be deemed to include: <br />1, honing or other regulations of land use. <br />2. licquisition or lease of land for public uses. <br />3. Sale o r lease of publicly oxned lands. <br />4, Vacation or dedication of streets or alleys. <br />5. Street widening or street extensions. <br />6. Permits for private uses of attests or public property. <br />7, Determining to proceed with public improvements. <br />8. itequ®sts for studies or plan preparation. <br />9. Bond issues for capital improvements. <br />10. Housing. <br />Rule 53. keport or Status of Pending Measures. The City Clerk shall keep <br />the members of Council informed regarding the status of pending ordinances. All <br />ordinances and resolutions to be acted upon by committees or the Council on ~ieyTdESpgy <br />shall be in the hands of the Clerk not liter than the preceding w- ~a~r~a aY 00 o'clock <br />P. M. <br />Rule 54, Approval of Council of 1~ppointments by Mayor. Whenver the approval <br />of council is required for appointments by the mayor, the council shall then proceed <br />to vote upon the approval of each appointment. A majority vote of all members elected <br />to council shall be necessary to conrixm each appointment. <br />SECTION VIII. COUNCIL C~ER <br />Rule 55. Use of Council Chamber. The council chamber shall be used only <br />for mBetings of the council or coamaittees thereof, except where the council by vote <br />authorizes its use by persons other than city officials. The clerk, with the v~ritten <br />'" approval of the president of council, may pe rmit other public officials to use the <br />council chamber on public business, whe not in use by the council or committees. <br />Rule 56. Privileges of Floor. No person at any meeting of council shall <br />address the council except upon the invitation of t3~e president and the sergeant-at- <br />arms shall cause this rule to be rigidly enforced. <br />SECTION IX. RULES - SU3P~iSION - AMENI~F2iT $ND OTHER <br />Sine 57. Suspension of iiules. Any provision of these rules may be suspended <br />at any meeting of the council, by a majority vote oP all the members elected, except <br />when a greater number is required by lax or by the rules. The vote on any such <br />suspensions shall be taken by yeas and nays and entored upon the records. <br />
