No ordinances or resolution shall be passed until <br />it has been read on three separate days, unless the reading on three separate days has <br />bean dispensed with by a two-thirds vote of all members elected to council. The final <br />reading shall be in full unless a written or printed copy of the measure shall 'nave <br />been furnished to each member oP the council prior to such reading. Copies of all <br />first reading ordinances and resolutions to b® introduced for passage and adoption <br />under suspension of the rules and without reading on three separate days shall be <br />d®livered to each member of the council either by messenger or mail addressed to his <br />mailing address, so that such copy or copies shall be in his hands or at his mailing <br />address at least tw®nty-four (24) hours prior to the date of introduction. When it is <br />desired to suspend this and rule 41 in order t o permit the passage of legislation upon <br />introduction the question on the mr~tion for such suspension shall be as follows: "Shall <br />~-~>' statutory provisions and rule 43 requiring reading on three separate days and rule 41 <br />requiring reference to committees b® dispensed with and Ord. No..... (Resolution No....) <br />b® placed on final passage?" If two-thirds of all the members elected to council vote <br />eye the statutory and rule requirements requiring reading on three separate days and <br />reference to committees shall be suspended. <br />Rule 44. Appropriation Ordinances. Ordinances making appropriations shall <br />be confined to the subject of appropriation, No money shall be appropriated except b y <br />ordinane®. All ordinances for fixing a tax rate, the appropriation of money, the <br />issuance of bonds, the transfer of money to any fund, or the payment of claims; and ell <br />resolutions and ordinances whereby the city shall become liable Yor the payment of any <br />money, shall be referred without debate to the finance committee Yor consideration and <br />report; unless this requirement shall be suspended by two-thirds of all the members <br />elected. The vote oY each s~~penaion shall be taken by yeas and nays and entered on <br />the record. <br />Rule 45. Substitute Ordinances and Resolutions. ~ substitute ordinance or <br />substitute resolution fora pending ordinance or pending resolution may be introduced <br />and accepted by a majority vote of the members elected and thereupon the legislation <br />for which such substitute is offered shall be laid upon the table. Substitute <br />legislation shall be subject to all the provisions of the li~~~~ rules applying <br />to original legislation. <br />Rule 46. Ordinances Fizing Fines and Penalties. A].l ordinances imposing <br />Pines, penalties, forfeiture or imprisonment shall be referred to the committee on <br />legislation, and the director of law shall be asked to give an opinion thereon. <br />Rule 47. .,Amendments. It shall be in order to amend an ordinance at any <br />time when not in the hands oY a committee; but if amended after its second reading it <br />shall again be read as the second reading thereof, and laid over for further and final <br />action. ~ majority vote of all the members el acted to council shall be necessary Por <br />the adoption of an amendment to any legislation pending before the council. <br />Rule 48. lidoption. .all ordinances and resolutions shall require for passage <br />or adoption a majority vote of all the members a lected. The vote on their adoption <br />shall be taken by yeas and nays and entered on the records of the meeting eaeept as <br />otherwise provided in these rules. <br />Rule 49. Signing Ordinances and Resolutions. All. ordinances passed an d <br />resolutions adopted by council shall be signed by the president and presented forth- <br />with to the mayor by the clerk. <br />~~. <br />e Rule 50. t.etion on B~ayor's Veto. '~Jhen the mayor refuses to sign an <br />ordinance or resolution or part thereof and returns such ordinance or resolution to <br />the council with his objections, the council shall at the next meeting following the <br />meeting at which such vetoed ordinance o r resolution is returned, if such meeting shall <br />occur not less than one (1) week after receipt of suer; ordinance or resolution, proceed <br />to reconsider the same. .lifter the adop tion of the motion so to reconsider, the <br />question shall be stated as Y ollows: "Shall ordinance iv o. ..... (Resolution No. .....) <br />bs passed (or adopted) notwitn.standing the veto of the mayor. Those voting aye vote to <br />override the mayor's veto. "!'hose voting nay vote to sustain the mayor's veto." If <br />two-thirds of all tae members elected to council vote aye such ordinance or resolution <br />vetoed by the mayor shall take effect without nis signature. <br />
