The president oY council, and in his absence <br />the president oP council pro tem, shall preside over the meeting of the council. <br />The presiding officer shall call all meetings of the council to order at the hour <br />appointed and shall proceed with the order of business. If a quorum be present, <br />he shall give the members an opportunity for correcting the journal oP the previous <br />meeting, a copy oP which shall be placed on the desk of each member oP council. In <br />the absence of any objections or correcticns the minutes shall stand approved as <br />read, rie shall preserve order and decorum, prevent personalities or the impugning <br />of members' motives, oonf ins members in debate to the questions imdsr discussion, <br />shall decide all points of order subject to an appeal to the council, and shall <br />appoint all standing committees and such select committees as may be authorized by <br />council Prnm time to time, except in those oases where the resolution authorizing <br />such select committees specif ically names the ~mbera thereof, <br />The president pro tem shall preside until the president of council <br />appears, and shall discharge all the duties and be clothed with all the powers of <br />the president of council as such presiding officer during his absence. <br />Rule 10. bdembers Presiding. The president of the council during any <br />meeting thereof may designate the president pro tem to perform the duties of the <br />chair. During the absence of the president oP council or in the event the president <br />pro tem is absent, then the council may choose a member to serve Por that meeting <br />only, but such substitution shall not extend beyond such meeting, <br />Rule 11. The Vote Necessary for Election of President Pro Tem, Clerk <br />and Other Employes of Council. No candidate Por president or clerk of council <br />shall b® declared elected unless h® shall have received a majority vote oP all <br />members elected to council and no parson shall be employed by this council except <br />pursuant to a majority vote of all the members sleeted to council. No vacancy <br />which council is authorized to fill shall be filled except pursuant to majority <br />vote oP all members elected to council. <br />Rule 11-1. Roll Call upon Election of President Pro Tem, Clark and <br />Other Employes of Council, end Filling Vacancies in the Membership of Council. <br />Upon the roll call for the election of President of Council Pro Tem, Clerk of <br />Council or employe of Council, or filling any vacancy in the membership of Council, <br />each member shall respond by stating the Hams of the candidate of his choice <br />eligible for such office or appointment, upon motion duly seconded, and adopted, <br />voting for the election of employes here and above referred to shall be by written <br />ballot. <br />Rule 12. The City Clerk. The council shall choose a clerk and such other <br />officers and employes as may be deemed necessary and Pix their compensation, The <br />clerk shall keep the record oP the council. He shall keep a proper file of all <br />papers and documents which are a part of the transactions of the council, reports <br />of committees iP turned over to the clerk, said all orders of the council, and shall <br />make such records available to the public. '~dhen directed by any committee he shall <br />cause to be kept minutes of each meeting of such committee which shall be kept in <br />record form end be made available Por public inspection. The cle rk shall see that the following rules are observed in the preparation and <br />introduction of ordinances and resolutions. <br />(a) The title of all ordinances and resolutions shall be confined to a <br />brief statement oP the subject matter of the bill and shall be typed in bold Face <br />type. <br />(b) The practice of introducing resolutions of condolence and <br />congratulatory resolutions shall be discontinued except in cases of the death of <br />outstanding citizens or occasions of great civic importance upon the request of <br />any member of Gouncil. t~tesolutions of condolence shall be sent to relatives of the <br />deceased and bear the names of all members of Council, the Clerk, and the Mayor, <br />
