<br />Rule 14. Standing Committees. Not later than the second meeting of
<br />council after its organization the president of council shall appoint ten (10)
<br />standing committees oY thtee (3) members each, of whom the first named member shall
<br />be chairman. In the absence of the chairman, a quoram being present, a temporary
<br />chairman shall be selected by a majority vote of the members present who shall
<br />preside until the chairman appears and he shall discharge all the duties and be
<br />clothed with all of the powers of the chairman during such absence. The names of
<br />the committees and the subject matter which shall be referred to them shell be as
<br />follows:

<br />~, COMMITTEE ON FIN~r,NCE, to which shall be referred all ordinances,
<br />resolutions and other mutters relating to finances, indebtedness, appropriations,
<br />the payment of moneys not provided Por by previous legislation, taxation, and ell
<br />matters pertaining to the department of finance, the standardisation of salaries
<br />and wages, civil service, pensioning of employes and the sale a! purchase oY real
<br />estate.
<br />B. COMMITTEE Ol~T LEGISLATION, to which shall be referred all ordiaances,
<br />resolutions and other matters pertaining to county, state, and federal legislation
<br />affecting the city annexations, redistricting, charter amendments, and all initiative,
<br />referendum and recall petitions; all matters relating to courts; ordinances relating
<br />to license, and those imposing fines, penalties, forfeitures or imprisonment,
<br />printing and advertising,
<br />C. COMMITTEE ON PUBLIC Si+-F'ETY, to which shall b® referred all ordinances
<br />and resolutions pertaining to police and fire, trafY ie regulations, smoke abatement,
<br />nuisance ordinances, and concessions upon public streets and inspection of buildings,
<br />and all matters relating to the enforcement of the building code, to housing, to slum
<br />clearance.

<br />ordinances and resolutions and other matters pertaining to public health, public
<br />charities, direct and work relief, community hospital; and all matters relating to
<br />public welfare, health and sanitation, unemployment, labor relations and social
<br />service.
<br />E. COMIV~IT7~E ON PUBLIC DEVEIAPAr~1T ~ATD SERVICE, to which shall be referred
<br />all ordinances and resolutions and other matters pertaining to street and sewer
<br />improvements, pipe lines, elimination of grade crossings, street cleaning, waste
<br />collection and disposal, matters pertaining to streets, taxes and assessments
<br />relating to sidewalks and street improvements, and al.l matters relating to ditches.
<br />F. COI~ITTEE ON PUBLIC UTILITIES, to which wall b® referred all
<br />ordinances, resolutions, and other matters relating to the city•s water supply, sewage
<br />disposal, street lighting, taxi cab operations and all ordinances, resolutions, and
<br />other matters relating to existing or proposed franchises.
<br />G. COMMITT~ ON Ts~-NSPORT~TION, to which shall be referred all ordinances
<br />and resolutions and other matters pertaining to the operation of the North plmsted
<br />Municipal Bus Line.

<br />of public parka, public places' public recreation, playgrounds public buildings,
<br />including the city hall, community house, including all matters relating to the use
<br />of all city property, exclusive of the municipally operated bus system.
<br />I. COMb6ITTPE {~ CITY PUNNING, to which shall be referred all ordinances,
<br />resolutions and other matters relating to the planning of proposed subdiTisions,
<br />matters to be referred to the city planning commission and matters relating to action
<br />required to be taken on the recommendations of the planning commission, and all matters
<br />relating to zoning.
