121.01 ADMINISTRATIVE CODE 20 <br />(55) Reports of City officers. All ordinances, resolutions and communications <br />pertaining to matters tb.at come under the supervision and control of the <br />Mayor and directors of departments shall, in addition to being referred to <br />the proper committees, be also referred to such respective administrative <br />officers for recommendation and report. Not later than thirty days after <br />reference to the administrative officer or officers as the case may be each <br />ordinance, resolution or communication so referred shall be returned to <br />Clerk of Council with the endorsement of each such administrative officer's <br />approval or disapproval of such matter so refer. red. It shall be the duty of <br />the Clerk of Council to enforce this rule rigidly. The Clerk shall use all <br />diligence in seeing that departments to which measures are xeferred return <br />them to the Clerk's office within the time fixed herein. <br />(56) Mandatory referral of legislation. Mandatory referral of legislation to the <br />proper committees shall. be deemed to include: <br />A. Zoning or other regulations of land use. <br />B. Acquisition or lease of land for public uses. <br />C. Sale or lease of publicly owned lands. <br />D. Vacation or dedication of streets or alleys. <br />E. Street widening or street extensions. <br />F. Permits for private uses of streets or public property. <br />G. Determining to proceed with public improvements. <br />H. Requests for studies or plan preparation. <br />I. Bond issues for capital improvements. <br />J. Housing. <br />(57) Report or status of pending measures. The City Clerk shall keep the members <br />of Council informed regarding the status of pending ordinances. All ordinances <br />and resolutions to be acted upon by committees or Council on Tuesday shall <br />be in the hands of the Clerk not later than the preceding Wednesday at 8:00 <br />p. m. <br />(58) Approval of Council of appointments by Mayor. Whenever the approval of <br />Council is required for appointments by the Mayox, Council shall then proceed <br />to vote upon the approval of each appointment. A majority vote of all members <br />elected to Council shall be necessary to confirm each appointment. <br />(59) Use of Council Chamber. The Council Chamber shall be used only for meetings <br />of Council or committees thereof, except where Council by vote authorizes <br />its use by persons other than City officials. The Clerk, with the written <br />approval of the President of Council, may permit other public officials to use <br />the Council Chamber on public business, when not in use by Council or <br />committees. <br />(60) Privileges of floor. No person at any meeting of Council shall address Council <br />except upon the invitation of the President and the Sergeant-at-Arms shall <br />cause this rule to be rigidly enforced. <br />(61) Suspension of rules. Any provision of these rules may be suspended at any <br />meeting of Counefl by a majority vote of all members elected, except when <br />a greater number is required by law or rules. The vote on any such sus- <br />pensions shall be taken by yeas and nays and entered upon the records. <br />
