NORTH OLMSTED CHARTER 8 <br />in the same manner as if he had signed it. When the Mayor has disapproved an ordinance <br />or resolution or part or item thereofy as herein provided, the Council shall, not later <br />than the next regular meeting, proceed to reconsider it, and if upon reconsideration the <br />ordinance or resolution or part or item thereof be approved by vote of two-thirds (2/3s) <br />of the elected members of Council eligible to vote, it shall then take effect as if it had <br />received the signature of the Mayor. In all such cases the vote shall be taken by yeas <br />and nays and entered upon the journal. <br />(c) Judicial Powers. The Mayor shall have all the judicial powers granted by this <br />Charter, the ordinances of the City, and the general laws of the State of Ohio. <br />ARTICLE IV <br />THE COUNCIL <br />SEC. 1. NUMBER AND TERMS. <br />All legislative powers of this City, except as otherwise provided by this Charter and <br />by the Constitution of the State of Ohio, shall be vested in a Council of seven members, <br />four of whom shall be elected by the several wards and three of whom shall be elected at <br />laxge . <br />Members of Council, including the President of Council, shall be elected at the regulax <br />election in the year 1961 for a term of two years and every second year thereafter for a <br />term of two years. All members of Council and the President of Council shall assume <br />office on the first day of January next following their election. <br />SEC. 2. QUALIFICATIONS. <br />No person shall be eligible to be a member of Council unless he shall have been for <br />at least two years immediately prior to the date of his election and during his term of <br />office shall continue to be a resident of the City of North Olmsted and a qualified elector <br />thereof . <br />Except as otherwise provided in this Charter, no member of Council shall hold any <br />other municipal office or employment by the City of North Olmsted. A member of Council <br />shall not directly or indirectly solicit, contract for, receive or be interested in any profit <br />or emolument from or on account of any contract, job, work or service with or for the <br />City. <br />Any member of Council who ceases to possess any such qualifications, or moves <br />from his ward, if elected from a ward, or from the City, if elected from the City at laxge, <br />shall forfeit his office. <br />SEC. 3. PRESIDENT OF COUNCIL. <br />(a) Separate Office. The President of Council shall be elected by the voters. <br />Candidates for such office shall file specifically for the office in accordance with the <br />provisions of the Charter. <br />(b) Duties. The President of Council shall preside at all regular and special <br />meetings of Council, but he shall have no vote therein except in the event of a tie. He <br />shall perform such duties as presiding officer as may be imposed upon him by Council. <br />.,.,,K.,~~.. <br />
