<br />sidewalks, alleys, lanes, bridges, wharves, docks, and breakwalls; of water mains,
<br />pumps, systems, pipes, purificatiot~ and filtration plants, and the water distribution.
<br />system; of sewers, sewage system, drains, ditches, culverts, streams, water courses
<br />and harbors, and of all public buildings, parks, playgrounds, cemeteries, and other
<br />public places belonging to the City or dedicated to public use, He shall manage and
<br />control cemeteries, market houses, sewage. treatment plants, waterworks, municipal
<br />transportation and all public utilities of the City supported in whole or in part by taxation,
<br />and shall enforce all the obligations of privately owned or operated public utilities enforce-
<br />able by the City.
<br />He shall have charge of tl~ making and preservation of all surveys, maps, plans,
<br />drawings, and estimates for public work; the cleaning, resurfacing, repairing, sprinkling
<br />and lighting of streets and public places; the collection and disposal of waste and the pre-
<br />servation of all property belonging to the City and pertaining to the functions thereof. He
<br />shall perform such other duties, consistent with his office, as may be required by this
<br />Charter, by ordinance of the Council, or as directed by the Mayor.
<br />ARTICLE VI
<br />THE CIVIL SERVICE COMNIISSION
<br />SEC. 1. MEMBERSHIP.
<br />The Civil Service Commission shall consist of three (3) electors of the City, not
<br />holding other municipal office or employment, to be appointed by the Mayor for a term
<br />of six (6) years each, excepting that of the members first appointed, one shall be appointed
<br />for a term of two years, one for four years, and oneā¢for six years, with the stipulation
<br />that no member is eligible to succeed himself. When a vacancy occurs during the term
<br />of any member of the Commission, it shall be filled for the unexpired term in the manner
<br />authorized for the original appointment.
<br />SEC. 2. OFFICERS.
<br />The Commission shall designate one of its members as Chairman, and may appoint a
<br />Secretary who shall not be a member of theCommission, and may hold other municipal
<br />office or employment.
<br />SEC. 3. DUTIES.
<br />The Civil Service Commission shall prescribe, amend, and enforce rules for the
<br />classification of offices, positions, and employment in the Civil Service of the City; for
<br />examinations and resignation therefor; for appointments, promotions, removals, transfers,
<br />lay-offs, suspensions, reduction and re-instatement therein; and for standardizing positions
<br />and maintaining efficiency therein. Therefore, positions under the Civil Service Com-
<br />mission shall be divided into Classified and Unclassified Service.
<br />A. The Unclassified Service shall include:
<br />1. All officers elected by the people.
<br />2. All directors of departments.
<br />3. The members of all boards or commissions appointed by the Mayor or the
<br />Council.
