15 NORTH OLMSTED CHARTER <br />4. The Clerk of Council and the secretary of the Civil Service Commission. <br />5. Superintendent, Assistant Superintendent,, and Department Heads, except <br />the Police Chief and Fire Chief. <br />6. Unskilled Laborers: <br />a. Employees of tl~e Service Department. <br />b. Employees of Maintenance Department of Municipal Bus Line. <br />B. The Classified Service shall comprise all positions not specifically included in <br />this Charter in the Unclassified Service. <br />Said rules and procedure applicable in all matters pertaining to the Commission not <br />hereinabove specifically provided for, shall be iri accordance with the Constitution of the <br />State of Ohio or the laws thereof . (Adopted 11-8-60. ) <br />SEC. 4. PROCEDURE. <br />The Civil Service Commission of the City of North Olmsted shall prescribe and enforce <br />rules for the Classified Service, keep a record. of its proceedings and examination, which <br />shall be open to public inspection, and shall in all matters not in conflict with this Charter, <br />conduct its affairs in accordance with the provisions of the general law, and in all pro- <br />motional examinations, the Civil Service Commission of the City of North Olmsted shall <br />certify to the appointing officer after examination, the name of the top applicant to the <br />_ position open by promotion and the appointing officer shall appoint the said top applicant <br />in all cases to the position to be filled by promotion. <br />(Adopted 11-8-60. ) <br />SEC. 5. SALARIES. <br />The salaries of the Commission shall be determined by the Council. <br />SEC. 6. SUSPENSION OF COMMISSIONER. <br />The Mayor may at any time suspend any Commissioner for inefficiency, neglect of <br />duty, malfeasance, misfeasance, or nonfeasance in office, incapacity or incompetency, <br />provided, however, that such suspension shall not become final without the concurrence <br />of two-thirds of the elected members of the Council. <br />SEC. 7. FUNDS. <br />A sufficient sum shall be appropriated by the Council each year to carry out the <br />civil service provisions of this Charter. <br />ARTICLE VII <br />BOARDS AND COMMISSIONS <br />SEC. 1. BOARD OF BUILDING CODE APPEALS. <br />(a) There is hereby established in the municipality a Board to be known as the Board <br />of Building Code Appeals composed of five (5) members, who are qualified by experience <br />and training to pass upon matters pertaining to building construction, appointed by the <br />
