101.02 _ ADMINISTRATIVE CODE 4 101.0E GENERAL DL:FINITIONS. As used in the Codified Ordinances unless otherwise expressly provided, or the context otherwise requires: (a) And may be read or, and or may be read and, if the sense requires it. (s) Tenant or occu ant as applied to premises shall include any person holding a written or oral lease or who actually occupies the whole or any part of such premises, alone or with others. (t) Writing shall include any representation of words, letters, or figures whether by printing or otherwise. 101.03 RULES OF CONSTRUCTION. (a) General Rule. All words and phrases shall be construed and understood accord- ing to the common and approved usage of the language, but technical words and phrases and such others as may have acquired a peculiar and appropriate meaning in the law shall be construed and understood according to such peculiar and appropriate meaning.
