~ Codified Ordinances 101.04 <br />(b) As used in the Codified Ordinances unless the context otherwise requires: <br />(1) Tense. Words in the present tense include the future tense. <br />(2) Gendor. Words in the masculine gender include the feminine and neuter genders. <br />(3) Plural. Words in the plural number includo the singular number, and words <br />i.n the singular number include the plural number. <br />(c) Calendar - Com~tation of Time. The terms month and ,year shall mean the <br />calendar month or year. The time within which an act is required by law to be done shall <br />be computed by excluding the first and including the last day, except the last day shall be <br />excluded if it falls on Sunday. When such time is expressed in hours the whole of Sunday <br />shall be excluded. <br />When slaw- is to take effect or become operative from and after a day named, no part <br />of that day shall be incltxled. <br />In all cases where the law shall require any act to be done in a reasonable time or <br />reasonable notice to be given, such reasonable time or notice shall mean such time only <br />as may be necessary for the prompt performance of such duty, or compliance with such <br />notice . <br />(d) Authority. When the law requires an act to be done which may by law as well be <br />done by an agent as by the principal,auch requirement shall be construed to include all <br />such acts when done by an authorized agent. <br />(e) Joie authority. All words purporting to give joint authority to three or more <br />Municipal officers or other persons shall be construed as giving such authority to a <br />,,~, majority of such officers or other persons unless it shall be otherwise expressly declared <br />in the law giving the authority ar inconsistent with State statute or Charter provisions . <br />(f) Exceptiot~. The rules of construction shall not apply to any law which shall con- <br />tain any express provision excluding such construction, or when the subject matter or <br />context of such law may be repugnant thereto. <br />10,1, 04 REVIVOR; EFFECT OF AMENDMENT OR REFEAL. <br />(a) When a law which repealed a former law is repealed, the former law is not <br />thereby revived. <br />(b) When a provision of the Codified Ordinances is repealed or amended, such repeal <br />or amendment does not affect pending actions, prosecutions, or' proceedings, civil or <br />criminal. When the repeal or amendment relates to the remedy, it does not affect pending <br />actions, poroeeeutions or proceedings, unless so expressed, nor does auy repeal or amend- <br />ment affect causes of such action, prosecution, or proceeding, existing at the time of such <br />amendment or repeal, unless otherwise expressly provided in the amending or repealing <br />law. <br />(c) When a provision of the Codified Ordinances is repealed, such repeal does not: <br />(1) Affect any rights or liabilities which exist, have accrued, or have been <br />incurred by virtue of such repealed provision; <br />(2) Affect an action or proceeding for the enforcement of any rights or liabilities <br />existing or arising thereunder; <br />(3) Relieve any person from punishment for an act committed in violation of such <br />repealed provision; <br />(4) Affect an iixiictment or prosecution for a violation of such repealed provision. <br />
