All meetings of Council shall be held in the Council Chamber <br />in the City Hall, unless otherwise ordered by the Council. <br />(2) Meetings to be public. All meetings of Council shall be public. Upon request <br />of any citizen desiring to be heard on any matter then under consideration by <br />Council, the Council may on motion, resolve itself into a committee of the <br />whole and hear such citizen at such time and for such period as Council may <br />determine. Persons desiring to be heard by any committee of Council on <br />any matter then under consideration, may by consent of such committee be <br />given an opportunity to be heard thereon. All minutes and record of Council <br />shall be open to the public at all reasonable times. <br />
