County in order that said Board of ~,lections may maKe the necessary arrange- ments for the submission of the foregoing amendments to the City Charter to the electors of the City as provided by law at the general election to be held November 7, 1961, and that the proposed amendments to Section 1 of Article N and :section 7 of Article IX shall be submitted in substantially the following form,to wit: "Shall the present provisions of the Charter, now pro-riding for three (3) Councilmen at Large and one (1) Councilman from each of the four (?~) fi,3ards be amended to prov_~de for the division of the City into six (6) Wards with one (1) Eouncilman to be elected from each of the six (6} Wards and no provision for Councilmen at Large." To the left of such wording, in boxes with appropriate place for marking, shall appear the words "Yes" and "No" and each voter shall indicate his vote by making a cross mark with a black lead pencil in one of the places so provided. Section 5: That the mayor be and he is hereby directed to give public notice of the time and place of holding such election by publication as required by law. Section 6: That to pay the cost of printing and of mailing the copies of said proposed Charter amendment and of publishing the notice that there is hereby appropriated from the General Fund the sum of One Thousand Five Hundred Dollars (~1,5UO.U0) or so much thereof as may be needed for said purposes. Section 7: This ordinance is hereby declared to be an emergency meas- ut~e necessary for the preservation of the public peace and welfare of the City of North Olmsted and such emergency exists by virtue of the provisions of the Ohio Constitution, the Charter of this City, and the general lave of Ohio.. .`?men there is presented to Council a petition with the requisite number of signatures thereon proposing a Charter amendment that said proposed amendment to the Charter regt3ires that the Council enact an ordinance and forthwith submit such proposed amendment or amendments to the electors in accordance with the provisions of the Constitution and laws of Ohio and of the Charter of this City. `then, as exists 'nere, said petition is filed with Council not later than sixty (b0) days prior to an election and not more than one hundred twenty (120) days prior to an election with the requisite number of signatures thereon; and the election to which reference is herein made occurs November 7, 1961.
