1133.04 General Duties The Board shall adopt regulations and rules of procedure. It shall keep a record of its proceedings showing the vote of each member upon each question, or, if absent or failing to vote, indicate such fact, The concurring vote of three (3) members shall be necessary to pass upon any matter or to permit a variance or exception from the requirements of this ordinance. It shall keep records of its examinations and other official actions. Every rule or regulation, every amendment or repeal thereof and every order, requirement, decision or determination of the Board shall immediately be filed in the office of the Board and shall become and remain a public record. 1133.05 General Powers The Chairman of the Board, or in his absence the Viee~- Chairman, may administer oaths and compel the attendance of witnesses and the production of books, papers and other evidence pertinent to any issue before the Board. 1133.06 S eE ci~a1 Permits In addition to any special permit that the Board may be authorized to issue under the provisions of the Zoning Code, the Board shall have the power to authorize the issuance of a special permit: (A) For the use of land or the erection or use of a building or structure such as a real estate office or a contractors shed or storage yard, for commercial or industrial purposes in a residence district, in cases where such use is incidental and reasonably necessary to the development of the district for residential purposes, and where the proposed use is clearly of a temporary nature, to be avandoned as the adjacent areas become occupied for residence ..
