7/-ioL- _ 3 _ (3) Froan and after February l, 1975, $7•45 fnr the first 1000 cubic feet or any portion thereof of water consumed per quarter, and at the rate of ¢7.45 per 1000 cubic feet of water consunaed thereafter, but not less than $7•45 per 9.uarter. In additian thereto, there shall be paid the quarterly billing charge made by the City of Cleveland Water Department for bill.ing and co].lecting the aforesaid sewer charges to premises supplied by metered public water supply. For late payments beyond the due date of said billings such rates sha.ll be in- creased $.25 per quarter as a penalty for late °payment. (b) For premises supplied other than by metered public water supply, there sha11 be charged the fo].lawing flat monthly rates; (1) Until July 31, 1971, $5•79 per month provided that for prcnpt payment of such billing, when due, by the City of North Olnsted, such rate shall be reduced to $5•71 per month. (2) From August 1, 1971 to Janu,ary 31, 1975, $8.47 per month provided that for prompt payment of such ' billing, when due, by the City of North Olmsted, such rate shall be reduced to $8.35 per manth. (3) From and atter February 1, 1975, $9•0$ per month provided tha.t for prcmpt payment of such billing, by the City of North Olmsted, such rate shall be reduced to $8.95 per month. (c) The rates to be charged to users whose pxemises are locat'.ed outside the city limits, other than political subdivisions having special service contract5 vri.th the City of North Olmsted., shall be negotiated by the Mayor and/or the Director of Public Service and approved by Council of the City of North 0lmsted. Any such user sha1.1 first obtain the approval of the Airector of Public Service before making connections to the System and conform to such re- qu3rements as may be prescribed in the regula.tions prescribed by such Director. (d) In the event it can be shown to the satisfaction of the Directox of Public Service with respect to any premises that a portion of the water derived fram metered public water supply consumed on said premises does not and can not enter the System, then in each such ease the owner or other interested party may, at his expense, install such meteri.ng devices as to demonstrate to the satisfaction of said Director the portion of the water so supplied and consumed on the premises which is discharged into the System, which portion shaLl constitute the basis for deter- mining the sewer charge under (a) above. (e) No free service of any kind shall be rendered to any user unless it sha1.l be brought ta the attention of Cauncil or the Finance Director that the City of Clevel.ax?d Water Depa,rtment has had an adjustment in the water charge tv a consumer, at which time the Finance Director is hereby authorized to make an adjustment in the sew+er revenue charge not to exceed $100.00 per premises served by the North Olmsted Sanitary Sewer 5ystem." : ?
