<br />1.5.8 Determine whether excessive I/I exists in each <br />mini-system and prepare probable costs for transportation <br />and treatment, sewer system evaluation survey and rehabili- <br />tation. <br />A Sewer System Evaluation survey is not included under this <br />Subparagraph. Should'the analysis demonstrate excessive <br />I/I, the evaluation survey shall be conducted for Additional <br />Services and paid as set forth in Paragraph 3.3. <br />1.6 Review future NPDES effluent limitations and <br />analyze the effect of alternate less stringent effluent <br />limitations for ammonia nitrogen (NH3-N). Develop receiving <br />stream dissolved oxygen profiles and analyze the impact of <br />less stringent effluent t1H -N limitations on the environmen,t. <br />The purpose of this part ol the scope of work is so that the <br />Cost-effectiveness of upgrading the existing City wastewater <br />treatment plant can be evaluated. <br />1.7 Study alternative treatment plant waste management <br />alternatives and perform a cost-effectiveness analysis. The <br />plant alternatives to be evaluated shall include: <br />1.7.1 Optimization of existing facilities. <br />1,7,2 Transportation to a regional treatment facility <br />and abandonment of the existing plant. <br />1.7.3 Secondary treatment at the existing plant and land <br />treatment at an alternate site. <br />1.7.4 Enlargement of the City treatment plant to provide <br />capacity for wet weather flows and improvements to solids <br />handling systems, ultimate disposal and odor control. <br />1.7.5 Enlargement of City treatment plant (same as <br />Subparagraph 1.7.4) and upgrading of wet stream treatment <br />processes to include post-aeration and dechlorination (or <br />alternate disinfection) and ammonia-nitrogen removal to <br />comply with proposed future NPDES effluent limitations. <br />1.8 Study alternative sewer system alternatives and <br />recommend short and long range improvements to increase <br />capacity and prevent sewer back-ups and overflows. <br />1.9 Prepare an environmental assessment of the feasible <br />alternatives in accordance with U.S. EPA requirements. <br />1.10 Assist the City in the preparation of material and <br />participate in one (1) public hearing and two (2) public <br />informational meetings. <br />1.11 Develop an estimated user charge system satisfying <br />U.S. EPA requirements for Facility Planning. <br />-3-
