F <br />? <br />1? <br />, <br />CITY OF NORTH OUASTED <br />RESOLUTION N0. 78- 1`4 <br />BY : <br />. <br />A P.ESOLUTION NOT APPROVING THE NORTHEAST OHIO <br />AREAWIDE COORDINATING AGENCY (NOACA) RECONI?4ENDED <br />208 WATER POLLUTION ABATIlMENT PLAN. <br />i <br />? <br />WHEREAS, the NOACA has been engaged in water pollution abatement <br />planning pursuant to Public Law 92-500, Section 208, for the areas of <br />Cuyahoga County, Geauga County, Lake County, Lorain County, Medina County, <br />Swrnnit County and Portgage County; and, <br />tiVHEREAS, the NOACA recorranended 208 Plan has been transmitted to local <br />governments for their review; and, <br />WHEREAS, the plan for the control of point source discharges to meet <br />Ohio and United State Environmental Protection Agencies goals and objectives <br />is being implemented by existing water pollution control management agencies <br />under the direct direction of the Ohio and United States Environmental <br />Protection Agencies; and, <br />WHEREAS, it is the position of this Council that the planning and cantrol <br />of point source discharges should remain the responsibility of only the Ohio <br />and United States Environmental Protection Agencies; and, <br />WHEREAS, a major objective of the 208 planning process is to develop <br />programs to control and abate non-point water pollution sources; and, <br />WEEP.EAS, the goals and objectives for abatement of non-point sources <br />of pollution have not been adequately established; and, <br />WHEREAS, said goals and objectives are the subject of the planning <br />process currently being conducted by the International Joint Commission; <br />and, <br />WF-IEREAS, the NOACA recommended 208 Plan does not adequately Quantify <br />water quality problems resulting from pollutants from non-point sources <br />and therefore cannot establish program priorities to organize and direct <br />future water planning implementation programs for the seven county areas; <br />and, <br />WHERF.AS, as set forth in the United States and Ohio Environmental <br />Protection Agencies requirements, a 208 plan must be adopted on or before <br />November 3, 1978; and, <br />WI-IEREAS, the local governments and water pollution control management <br />agencies have not had adequate time to review the NOACA recommended 208 Plan. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORTH <br />OLMSTED, COi1NI'Y OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION l: That this Council does not approve the recormnended <br />208 Plan as now drafted and submitted for review. <br />SECTION 2: That this Council recommends that the NOACA 208 Policy <br />Board not approve the recorrm?ended NOACA 208 Plan as now drafted and submitted <br />for review. <br />SECTION 3: That this Council urges the NOACA 208 Policy Board to ask <br />the Ohio Environmental Protection Agency to certify as management agencies <br />all owners of sewage treatment plant, and sewer systems, including the Board <br />of Commissioners of Cuyahoga County, who currently are reauired to meet Ohio
