CITY OF NORTH OMSTED <br />ORDINANCE N0. 78- !d,9 <br />PAGE 2. <br />b. "Large Quantity Radioactive Materials" means a quantity <br /> the aggregate radioactivity of which exceeds that speci- <br /> fied in 10 Code of Federal Regulations (C.F.R.) Part 71 <br /> entitled "Packaging of Ra.dioactive Material for Transport", <br /> Section 71.4(f). <br />c. "Curie" means an expression of the quantity of radiation <br /> in terms of the nwnber of atoms which disintegrate per <br /> second; a curie is that c{uantity of radioactive materials <br /> which decays such that 37 billion atoms disintegrate per <br /> second. <br />d. "mlillicurie" means one thousandth of a curie. <br />e. 'Motor Vehicle" means any vehicle defined as a"motor <br /> vehicle" in Section 301.20 of the Traffic Code of the <br /> Codified Ordinances of the City of North Olmsted. <br />f. "Person" means any individual, partnership, or corpora- <br /> tion engaged in the transportation of passengers or <br /> property, as common, contract, or private carrier, or <br /> freight forwarder, as those terms are used in the <br /> Interstate Commerce Act, as amended. <br />B. PERMIT REQUIRED <br />1. A Permit issued by the Director of Safety or his designated <br />representative shall be reauired for the shipping or transporta- <br />tion of the following radioactive materials by motor vehicle <br />into, within, through, or out of the City of North Olmsted. <br />a. Plutoniwn isotopes in any quantity and farm exceeding two <br />grams or twenty (20) curies, whichever is less; <br />b. Uranium enriched in the isotope tJ-235 exceeding twenty-five <br />(25) atomic percent of the total uranium cantent in auantities <br />where the U-235 content exceeds one kilogram; <br />c. Any elements with atamic number eighty-nine (89) or <br />greater, the activity of which exceeds twenty (20) curies, <br />d. Snent reactor fuel elements or mixed fission products <br />associated with such fuel elements o£ activity of which <br />exceeds twenty (20) curies; <br />e. Large quantity xadioactive materials; <br />f. Any quantity, arrangement and packaging combina.tion <br />of fissile material specified by the United State Nuclear <br />Regulatory Commission as a"Fissile Class III" shipment <br />in 10 CFR Part 71 entitled "Packaging of Radioactive <br />Materials for Transport", Section 71.4(d)(3); or <br />g. Any shipment or transportation of radioactive material <br />that is required by the appropriate regulating agency <br />to be accompanied by an escort for safety reasons. <br />2. This section shall not apply to radioactive materials <br />shipped or transported by or for the United States Government <br />for military or security purposes or which are related to <br />national defense.
