SECTION 4: That excluding secretarial and clerical employees, all full time employees of the Engineering Department having completed five (5) full years of full-time continuous service, as employees of said department, shall be paid an additional three percent (30) of their base annual salary, thereafter until completion of ten (10) years of full time continuous service, after which such employees shall receive four percent (40) of their base annual salary, there- after until completion of their fifteenth(15) year of continuous full time service, after which said employees shall receive five percent (50) of their base annual salary until completion of their twentieth (20) year of continuous full time service, and thereafter each year of full time service thereafter shall receive six percent (60) of their base annual salary as longevity increments. SECTION 5: That all full time employees of the Engineering Department with the exception of secretaries and clerks, sha11 receive the following holidays off, unless requested to work by the Mayor in emergencies: New Year's Day; Memorial Day; Independence Day; Labor Day; Thanksgiving Day; Christmas Day; President's Day, the employee's birthday; and a floating holiday. SECTION 6: That all full time employees of the Engineering Department shall be entitled to an annual vacation in accordance with the following schedule: 1 to 5 years inclusive of full time service - two weeks 6 to 11 years inclusive of full time service - three weeks 12 to 19 years inclusive of full time service - four weeks 20 years and over of full time service - five weeks SECTION 7: That the Clerk of Council is hereby directed to forward a copy o this Ordinance to the Director of Finance in order that the Director of Finance can pay the compensation as hereinabove set forth. SECTION 8: That all other ordinances or resolutions, or parts of ordinances o parts of resolutions, inconsistent herewith to the provisions of this ordinance, and especially Ordinance 77-103 enacted July 5, 1977, are hereby repealed with the effective date of this Ordinance. SECTION 9: That this Ordinance is hereby declared to be an emergency measure immediately necessary for the preserUation of the public health, safety and welfare, and for the further reason that it is immediately necessary to review all pay scales and to bring them into line due to inflation and cost of living increases and further provided it receives the affirmative vote of two-thirds of all members elected to Council, it shall take effect and be in force immediately upon its passage and approval by the Mayor.
