. ? • ? y . . _ „?,,. ? . <br />CITY OF NORTH OLMSTED <br />ORDINANCE N0. 78- <br />PAG E 2. <br />and the same is hereby amended and as amended shall read as <br />follows: <br />163.05 HUMAN RESOURCES ADVISORY BOARD. <br />(a) Creation. There is hereby created an advisory board <br />to be known as t e Human Resources Advisory Board, which Board <br />shall consist of seven members appointed by the Mayor and con- <br />firmed by a majority of Council for a term of five years. The <br />terms of inembers first appointed shall be staggered and the terms <br />shall be as follows: <br />(1) One from the effective date of Ordinance 74-26, <br />passed May 21, 1974, to December 31, 1975; <br />(2) One from the effective date of Ordinance 74-26, <br />passed May 21, 1974, to December 31, 1976; <br />(3) One from the effective date of Ordinance 74-26, <br />passed May 21, 1974, to December 31, 1977; <br />(4) One from the effective date of Ordinance 74-26, <br />passed May 21, 1974, to December 31, 1978; and <br />(5) Three from the effective date of Ordinance 74-26, <br />passed May 21, 1974, to December 31, 1979. <br />Any vacancy shall be filled in the same manner for the <br />unexpired term. <br />(b) Powers and Duties. The Human Resources Advisory Board <br />shall meet mont y or t e purpose of advising and assisting the <br />Director of Human ltesources in the establishment of policies and <br />procedure with respect to prospective programs or activities deemed <br />necessary to carry out the purpose of the Department of Human <br />Resources as outlined in this chapter. In its decision making <br />process the Board shall have the power to establish various sub- <br />committees which subcommittees may consist of non-board members, <br />however, any subcommittee recommendations must be approved by <br />the Advisory Board as a whole before said recommendations can be <br />considered by the Director of the Department of Human Resources. <br />The Board shall also confer with the Mayor and Council relative <br />to the establishment of programs designed to meet the human needs <br />of the residents of the City. The Board shall further recommend <br />to the Mayor and Council an annual budget. <br />(c) Rules and Re ulations. The Board shall adopt rules and <br />regulations wlt respect to?t e conducting of ineetings which shall <br />be consistent with the purpose and intent of the powers and duties <br />set forth in this section. The Board shall further promulgate <br />and adopt rules and regulations with respect to the establishment <br />of subcommittees and the method by which they meet and report <br />back to the Human Resources Advisory Board as a whole. <br />(d) Reports. The Board shall file a written annual report <br />with the Administration and Council not later than January 15 of <br />each and every year, setting farth such details as Council and <br />the Mayor may require of its activities for the previous year. <br />SECTION 2: That Section 163.05 previously adopted by this <br />Council on t e 1 th of March, 1975, is hereby repealed and any <br />Ordinance or Resolution or parts of Ordinances or Resolutions in <br />conflict herewith be and the same is hereby repealed. <br />SECTION 3: That this Ordinance shall take effect and be <br />in force rom and after the earliest period allowed by law.
