adopted and approved. <br />Section 2. That it is hereby deemed necessary, and <br />therefore hereby decided, to levy a special assessment for the <br />purpose of paying the cost of such lighting upon all lots, lands <br />and real property within said Village for a period of ane gear, <br />to wit, the tax year 1954, and that same shall. be dyne so as <br />to provide a fund equal to the cost of said lighting for said <br />year by a levy of a percentage of the tea value of all such <br />lots, lands, or real property sufficient to produce said fund. <br />Section 3. This Council finds that there is no news- <br />paper printed or publish®d within the Village of North Olmsted, <br />Ohio, and it is therefore ordered that this resolution be <br />published bg posting a true copy thereof in eat~a. of the five <br />most public places within this Village as det®rmined bg this <br />Couu~cil aa~d set forth in an ordinance now in force and effect <br />providing for the publishing by posting of ordinances, resolu- <br />tions and notices of this Village and its Council in compliance <br />y with the requirements of law and the Clerk of this Vil1 age is <br />hereby required and instructed to enter hereon within fifteen <br />days of the passage of this resolution his certificate of his <br />action relative to such publication. <br />Section 4. This resolution is hereby declared to be <br />an emergency measure within the provisions and intent of the <br />general laws of Ohio in that it is a measure providing for the <br />public safety and mineral welfare and it is necessary to pro- <br />ceed immediately to secure anew contract for the lighting of the <br />streets and highways of the Village ~~ avoid danger to life and <br />property and because delay in providing <br />lighting is likely to leave the Village <br />{~ without ang lighting of any kind.
