That it is hereby deemed necessary, and therefore hereby decided, to levy a special assessment for the purpose of paying the cost of such lighting upon all lots, lands and real property within said Village for a period of ane gear, to wit, the tax year 1954, and that same shall. be dyne so as to provide a fund equal to the cost of said lighting for said year by a levy of a percentage of the tea value of all such lots, lands, or real property sufficient to produce said fund. Section 3. This Council finds that there is no news- paper printed or publish®d within the Village of North Olmsted, Ohio, and it is therefore ordered that this resolution be published bg posting a true copy thereof in eat~a. of the five most public places within this Village as det®rmined bg this Couu~cil aa~d set forth in an ordinance now in force and effect providing for the publishing by posting of ordinances, resolu- tions and notices of this Village and its Council in compliance y with the requirements of law and the Clerk of this Vil1 age is hereby required and instructed to enter hereon within fifteen days of the passage of this resolution his certificate of his action relative to such publication. This resolution is hereby declared to be an emergency measure within the provisions and intent of the general laws of Ohio in that it is a measure providing for the public safety and mineral welfare and it is necessary to pro- ceed immediately to secure anew contract for the lighting of the streets and highways of the Village ~~ avoid danger to life and property and because delay in providing lighting is likely to leave the Village {~ without ang lighting of any kind.
