An individual or corporation proposing to allot, or to dedicate <br />to public highway use any lands located within the City, shall cause such lands to <br />be accurately surveyed and properly monumented, and shall cause a plat thereof to <br />be preapred accurately drawn to scale, on tracing cloth. Such plat shall describe <br />the survey of lands subdivided, and all proposed highways, and the dimensions of <br />such engineering line shall be indicated in feet and decimals of a foot. All <br />monuments shall also be shown, The correctness of the data shown upon such plat <br />
