F OR EW ORD <br />The North Olmsted City Council by ordinance, requires that the Director <br />of Public Safety establish rules and regulations for the operation of the <br />Police Department and for the guidance of the officers and members thereof. <br />In accordance with the provisions of said ordinance, the rules and regula- <br />tions hereinafter sec forth are hereby established and will remain in full force <br />and effect until further notice, Arty rules, regulations or orders heretofore <br />in effect, which are in conf]ict with the rules and regulations hereby established <br />are hereby rescinded, ti <br />It is the purpose of these rules and regulations to promote discipline, <br />efficiency and harmony in the Police Department to the end that it may function <br />effectively in protecting life and property and in assuring to the citizens of <br />North Olmsted the feeling of security and tranquility, which they are entitled <br />to have under the law, <br />Members of the North 0]msted Police Department are charged at all times <br />with the responsibility of protecting life, health and property; preventing and <br />detecting crimes; preserving the public peace; protecting the rights of citizens; <br />suppressing riots, mobs and insurrections; dispersing unlawful or dangerous assem- <br />blages; rtigulating and controlling traffic so as to prevent congestion on public <br />streets, sidewalks and other p~zb2ic propa:ty; removing all nuisances in the <br />public streets and highways when .necessary, reporting them to the proper depart- <br />ment; inspecting all places of public amusement or recreation, and places having <br />licenses to conduct any business; repressing and restraining all unlawful or <br />disorderly conduct or practices; enforcing and preventing the violation of laws <br />and ordinances in effect in the City of North Olmsted, <br />Efficiency is the first rule of an officers conduct. He should reaaember in <br />the execution of his duty, that he acts not for himself but for the public. Hia <br />appointment is in no sense for his own purposes. He is required to hays no feel- <br />ing, save seal to do what the law commando, He should never allow passion to <br />urge him to brutality, nor fear, favoritism or sympathy to induce him to illegal <br />leniency. He should use no unnecessary force, nor hesitate to use such force <br />as may be necessary in the performance of his duty. <br />Since it is not possible to anticipate every situation which may arise or to <br />prescribe the specific action required in each case, the exercise Qf good 3udg- <br />ment and the application of .sound coanmon sense by those entrusted with law en- <br />force~-ent moist be relied upon to make police service equitable, dignified, effi:. <br />cient and effective. <br />The rules and regulations hereinafter set forth have been recommended by <br />the Chief of the Police Department and it is at his request that they are es- <br />tablished in this form. It is the duty of every member of the polies force to <br />familiarize himself with them and to conduct himself in accordance with their <br />precepts.
